With the rapid development of information technology and the Internet technology, the communications industry has more and more intense competition and the market has gradually reached a saturated state. In order to maintain the competitiveness and keep the revenue, Unicom should respond to market demand quickly and optimize the market strategy flexibility. This requires that the Unicom has a sufficient and intelligent charges management system.To solve this problem, this thesis proposed an intelligent charges management system based on SSH framework. The charges management system main modules include:rights management module, billing query module, account inquiry module, tariff management system module, business management module, account management module. Its development platform for Myeclipse9, the database used in this development stage is a small version of MySQL5.1, the development system for Win7. Consistent with typical SSH framework, front end Struct2, persistence layer using Hibernate framework, using Struts and spring for Hibernation control.This thesis uses object-oriented thinking to design and develope this system, and when building the system to fully understand the relevant needs identified functional requirements and non-functional requirements of the system, each module analyzes use cases, on this basis, the overall structure of the planning system, and confirmed the development framework. Determine the function of each module to be implemented in the detailed design stage. In the coding phase, the system is encoded by object-oriented programming ideas from, and in the testing phase using a glass box and black box testing methods combine to ensure the robustness and stability of the program.
