Research On Government Data Governance Maturity Model

With the continuous development of information technology,the concept of data governance has been gradually promoted,and the issue of data governance has received increasing attention from the academic community.Government data is related to national economy and people's livelihood,and is closely related to people's livelihood.Governance of government data will not only help the government to formulate policies and serve the public,but also promote citizens,enterprises and other organizations and groups to participate in public affairs and provide innovative services.However,the open environment of data makes the use of government data continually suffer from privacy violations and other problems.Therefore,it is necessary to strengthen government data resource management and build a government data governance evaluation system.The government data governance maturity model,as a tool for evaluating data governance activities and a continuous improvement method,can measure the current status of government data governance,identify gaps in data governance,formulate corresponding improvement strategies,and provide decisions for governance management To promote the continuous improvement of the maturity level of government data governance.This article systematically reviews the relevant literature on government data governance,introduces the related concepts and theoretical knowledge of the government data governance maturity model,and compares and analyzes the data governance maturity models at home and abroad,summarizes the advantages and disadvantages,and builds for this article.The government data governance maturity model can provide reference for evaluation level,selection of maturity factors,and evaluation methods.Through the literature analysis method,NVivo software is used to encode the retrieved important documents of data governance,and combined with the factor indicators summarized by the current maturity model,the maturity factors of government data governance are initially proposed.At the same time,the expert selection method is used to score the preliminary selected maturity factors.SPSS software is used to summarize the expert scoring results for data analysis,and calculate the coefficient of variation and Kendall's harmony coefficient to determine the uniformity and coordination of expert opinions.Form 7 maturity factors and 22 factor indicators.Based on this,combined with the characteristics of government data governance,borrowing from the classification criteria of maturity model levels,and incorporating the ideas of the CMM capability maturity model,the government data governance maturity is divided into five levels,including initial level and basic level.,Definition level,management level,optimization level,and describes the characteristics of five levels of maturity of government data governance.According to the characteristics of each level,22 levels of maturity factors are defined.Finally,a government data governance maturity model consisting of maturity elements,maturity levels,and element level evaluation criteria is constructed,and government data is introduced.Governance maturity model application process and maturity level evaluation method.
