From the failure of the national revolution to the red army's long march, that is,from 1927 to 1934.During this period, the leadership of the Communist Party of China underwent many changes, the central tasks of the party have also been adjusted, the tension between urban and rural revolutionary routes is gradually forming, and the domestic and international situation is complex and changeable. The CPC began to formulate and implement press policies as the ruling party in the revolutionary base areas. So my study thinks that this is an important window of time to study the changes of the CPC's press policy. The main body of this study is the CPC's press policy from August 1927 to October 1934.This study used literature analysis and historical analysis, applied Lenin's party organ theory and the related theories of policy science. This study focused on the changes in the formulation and implementation of news policies in the process of the transformation of the revolutionary forces of the CPC from urban to rural areas, and further explored the complex motivations behind these changes. It is found that the CPC's press policy at this stage has been systematically organized and standardized in the context of the Kuomintang's "white terror" and press control since the failure of the National Revolution. The idea of press policy making came mainly from the Soviet union and the Communist International, this process is characterized by the coexistence of continuity and mutability. There are several historical characteristics of the press policy at this stage, the party spirit continued to grow, the policy system was gradually improved, the party organ system continued to develop, and the improvement of the national distribution network and communication network. But on the other hand,as the leftism within the CPC continued to develop, the CPC relied too much on the instruction of the CommunistInternational and the Soviet model in the press policy, and started to become rigid and dogmatic, failing to combine with the revolutionary practice of the CPC organically.
