In addition to personal interests,the security of personal data alsohas an important impact on the country,political stability and the development of the whole society.In 2016,the Facebook platform was implicated in the personal data breach affecting the us election,and in 2019,Google's collection and use of "massive" and intrusive personal data caused a global personal data breach scare.With the advent of the era of big data,people pay more and more attention to the security of personal data,so Chinese and foreign enterprises have to face all kindsof data compliance seriously in order to achieve a more reasonable development and use of personal data.At this stage,the traditional legal system has been difficult to face the increasingly serious data security issues,and the implementation of legal provisions is difficult,so the standard has become the most direct means of personal data protection at this stage.Therefore,the research on personal data protection standards will play a more direct role.With the construction of the personal data protection system in theinternational community,China is also accelerating the construction ofthe personal data protection system.Among them,the standard systemhas played a role in the protection of personal data in China before the law.As the most important reference basis for legislation,the research on the standard system of personal data protection at home and abroad will play an important role in the protection of personal data in China,and have a very important practical significance for the healthy development of the data market and the modernization of social governance capacity.At present,the protection standards of personal data at home and abroad include international,regional and national standards.Since 2017,the number of national and international standards for personal data protection released in more than two years has accounted for 40 percent of the global standards for personal data protection.In order to furtherunderstand the progress of personal data protection standards at home and abroad,as well as the research trends of personal data protection standards,this paper adopts inductive deductive method,statistical analys is method,classification comparison method and policy evaluation method to conduct research on relevant issues.Through the sorting and identification of a large number of literatures,this paper analyzes the current situation of standard formulation and research at home and abroad,and summarizes the deficiencies in the existing studies and the futureresearch trends.Based on the analysis of research hotspots and research contents,the author makes a preliminary judgment that the developm ent of personal data protection standards at home and abroad can be divided into the following stages:the computer era has shifted from the technical field to the management field;Then to the network era of personal data protection standards and law coordinated development stage;Until now,the comprehensive protection of personal data in the era of big data;Three different periods.After analyzing the contents and changes of standards in different periods,the author further determined the evolution path of personal data protection standards at home and abroad,and concluded that a comprehensive protection system of personaldata protection standards was taking shape,and the globalization trendof personal data protection standards was developing together with thetrend of data globalization.At the end of the paper to ISO27000 standard system as an example,through a review of personal data protection standards,points out that the current personal data protection standard system structure,posit ioning the advantages of flexible and comprehensive coverage,pointed out our country present stage still need to further improve the basic structure of the personal data protection standard system,continue to strengthen the coverage of personal data protection standards.At the sametime,we should speed up the pace of legislation on personal data protection to provide legal basis for the standards of personal data protection.The establishment of basic standards is constantly improved in order to point out the direction for the establishment of the standard system of personal data protection in China.In the era of big data,data globalization is bound to become a development trend.Facing the increasingly stringent requirements of the international community on personal data protection,China's standard system construction should be integrated with the international standards as soon as possible to ensure the circulation and security of personal data.
