Financial payment,financial department gives quota to institution according to the budget.The institutions according to the quota compile money plan.Financial,agent bank and clear bank are integrated into a whole,they complete money payment process together.National treasury centralized payment is a business management process that is through the quota to control plan and plan to control payment.This paper studied the national treasury centralized payment system and the background of treasury single account system,analyses of the meaning of the construction of the state treasury single account and low efficiency of the non-electronic payment of cash flow and financial security problems.It analyses the construction status of the national treasury centralized payment system at home and abroad.This paper constructs the centralized payment system in accordance with China's national conditions,combining the payment business process of the Nanchang city,confirming the functional requirements of the payment system.Then draw the use case diagram,and the non-functional requirements are briefly analyzed.After the requirement analysis,the overall design and detailed design of the system are carried out.Overall design includes system architecture design,system function module design and system deployment structure design.Plan management,direct payment management,authorization payments management,real payment management and official card management five function module and system management functions are designed at length,and design the flow diagram and sequence diagram,design database table structure.On the basis of the detailed design,the implementation of the system is introduced in detail,the main technologies used are: B/S architecture,Oracle database,Spring framework and electronic certificate library.At last,four black box tests were carried out on the system,and functional tests and non-functional were carried out on each functional module of the system using designed test cases.The integrity of the system function is basically achieved.After systematic testing,the system stability and integrity has been achieved,running stable after online.Users use the system to complete the payment.It has realized the payment of the paperless operation,avoiding the transfer paper vouchers,saving time and resources,improving the efficiency of the circulation of money,but also ensure the safety of the use of funds,improve the level of the national Treasury management,has the vital significance to strengthen the integrity to prevent corruption.
