The Design And Realization Of Electronic Payment For Treasury Centralized Payment Platform Of The Grassroots

With the deepening of the electronic management reform of treasury centralized payment,the demand of security and management efficiency are becoming more and higher.This paper is based on the existing financial application support platform and under the premise of meeting the relevant principles of the specific financial electronic payment application,through the study and analysis of the original national unified payment platform in China,and the development trend of the future financial fund management mode,the paper puts forward the process of electronic payment and the personnel and role involved in it,and designs the electronic payment for treasury centralized payment platform of the grassroots.This paper first studies the current situation of treasury centralized payment at home and abroad,learns from the advanced experiences,and then analyses the demand according to the actual situation of C hina,mainly includes the feasibility analysis of the structure and function,also includes the system non-functional demand analysis.Considering the actual financial work of the grassroots budget units,and analyzing the daily business process of the financial work,the flow charts and timing diagrams are extracted.The four main function modules: money plan management,direct payment management,authorized payment management,official card management and the function of electronic payment are designed,and the compatibility,security and ease of use of the system are also considered.In order to design and implement the functions of the system we used some technologies include B/S architecture,J2 EE platform,Oracle database,digital signature authentication system and electronic voucher vault.Finally,the realization of the system is described by the screenshots of the main interface,the key technologies of the system are described and the detailed test analysis is carried out.The electronic payment for treasury centralized payment platform of the grassroots has completed the realization of the modules of payment management and official card management,and has realized the input operation of the index and the normal plan,the examination operation and the modification function.It realizes the application,submission and audit of authorization payment and direct payment,realizes the notification and print operation of payment quota,and realizes the function of confirming and reimbursing the official card.The installation and deployment of this system realize the electronic management of the paper vouchers,which not only further unifies the financial process,reduces the intermediate link of manual transmission,saves the cost of resources and time,and strengthening the financial control over the expenditure activities of various budget units,but also unifying the original business processes of different units and different posts through the use of electronic vouchers,each process is transparent,and different units can supervise each other.It can not only ensure the security of transmission process,but also avoid the risk of forgery and disclosure of information due to the transmission of paper vouchers.
