At present,many regions in China,especially the central and western regions,are still relatively backward in the sharing of scientific and technological resources,and the overall service level of scientific and technological service institutions is not high,especially the service mode and tools are backward.The phenomenon of "information island" has not been effectively alleviated,and the supporting role of promoting enterprises to carry out technological innovation is not obvious.It is urgent to use Internet thinking to cultivate new forms of science and technology services,constantly improve service capacity and level,innovate the system and mechanism of science and technology resource allocation,and introduce Internet thinking to build an integrated platform.Therefore,it is particularly important to build a service platform for regional scientific and technological resources sharing and improve the efficiency of regional scientific and technological resources sharing.In this paper,combined with the development of Guangxi industrial cluster and the development of science and technology service industry,we study anddesign the science and technology resource sharing service platform applied to the Internet Witkey model.The overall platform construction adopts B / S architecture,the front-end uses j Query,XML,flex and other technologies,the back-end is based on J2 EE application development technology,and spring MVC,web service,My Eclipse,SSO and other technologies are used to realize the platform business functions.Based on the above-mentioned common computer technology,combined with the research objectives of this paper,the platform design and implementation of the front-end scientific and technological resources information display,publishing demand,bidding demand,publishing service,purchase service,information retrieval,as well as the back-end document management,report management,system management and other functions,respectively,from the three aspects of demand analysis,system design,function module realization,through Use case diagram,E-R diagram,functional interface and implementation code,etc.describe the design and implementation of the platform in detail.The construction of the platform can effectively connect and share the idle scientific and technological resources in the region and the resources needed for enterprise innovation,continuously reduce the cost of scientific and technological research and development,and meet the resource demand of each link.It can effectively save the time,space and communication cost of science and technology resources trading,and make the public in need quickly,conveniently and accurately find relevant science and technology products orresearch institutions that can provide science and technology service products.At the same time,it also allows the relevant science and technology intermediary agencies to publish their science and technology service products to the public more quickly,so as to improve the efficiency of cost recovery,so as to invest in research again and maintain competitiveness.In addition,the design and implementation of the platform will be conducive to the integration and rational use of various science and technology service industries in Guangxi region,and can provide more standardized,perfect and convenient science and technology services for the public and enterprises,facilitate the prediction of direction,find the right supply and demand,and avoid blind development.
