Fuzhou port is located in the southeast coast of China,North Shacheng Bay,North South to the Gulf of Xinghua coastline of 2628 km,from north to south is divided into:Shacheng,Sansha,Saijiang,Sanduao,Luo Yuanwan,Minjiang,Matsushita,Jiangyin,in nine Pingtan port.In recent years,the port of Fuzhou is in the stage of development,a new terminal operation every year,the average daily at port ship increased,within the port for ship anti anti typhoon anchorage is relatively small,poor conditions,put forward higher requirements on the Fuzhou port Typhoon Defense Work.For the protection of the Fuzhou port Typhoon emergency disposal work carried out smoothly,one hand to realize the automatic allocation of disposal tasks according to the emergency plan,the emergency plan of the establishment of digital emergency plan,the text plan structured and disposal plan task serialization,set the operating mechanism is not the same,so as to realize the automatic allocation plan task;on the other hand to realize the visual display of the latest typhoon information,the Central Meteorological Station docking typhoon data,docking Fujian Provincial Water Conservancy Information Center customs data,combined with Baidu map image visual display of typhoon path information,and can generate emergency events according to the typhoon level.The emergency response can be divided into three stages,pre supervision,disposal and post evaluation,ex ante regulation including video monitoring,emergency management,emergency management;in the disposal of information,including the disposal of typhoon warning,typhoon events;post evaluation including typhoon loss reporting,assessment of typhoon treatment effect;app mobile phone video viewing,event handling and Typhoon Information release.In this paper,based on the typhoon events,the main task is to study the allocation and feedback of the disposal tasks under the typhoon preparedness plan.The research results can be used in the actual application,the real-time tracking of typhoon information,according to the typhoon warning,quickly issued typhoon information,unified command Typhoon Defense disposal task,will reduce the losses caused by natural disasters to a minimum,in order to protect the waterway and port facilities,the safety of the ship.Fuzhou port bureau area more than and 300 enterprises,in order to better serve the enterprise,in the face of typhoon disaster,typhoon emergency system can achieve unified command,quick response,take effective measures to reduce the losses of typhoon disaster.The final research results of this paper include web application system,and mobile terminal application,which is based on B/S application service system and mobile application based on HTML5.
