In the process of urbanization,it has become the government's priority to build a good city image. The city image covers all aspects of a city, from human history to art and fashion, from urban construction to financial economy, etc.,and has increasingly become the core element of a city. The new coverage of city has become the main source of information for people to learn about a city.Shanghai,as a rapidly developing metropolis in China,is not only a city that drives the development of China, but also gathers the global elites and leads the global financial economy. In 2018,Shanghai emphasized the goal to build itself to be a global city of excellence in 2035.it is worth studying how to create a positive image of Shanghai and promote its development through media. However, the situation of public opinion is still manifested as "strong west and weak east" in the international information flow, and western media still have a strong ability to set the agenda. Therefore, the comparison of the image of Chinese cities formed by Chinese and western media is conducive to a comprehensive understanding of the global image positioning of cities. From the perspective of city image comparison, this paper mainly studies the Shanghai city in the mainstream media in the world.China's main English newspaper,China Daily, and several western mainstream media, the New York times, the Washington post, the Guardian and The Times(four-western media)are selected as analyzing objects through using Factiva by the time span as from January 1,2015 to November 26,2019.12.31,and all the news reports in which all the headlines containing ‘shanghai' are downloaded as analyzing content. Finally, media shanghai image will be compared through using content analysis and semantic network analysis. The study found that the first level of shanghai-related issues of the four-foreign media and China Daily overlapped. In terms of reporting attitude tendency,China Daily mainly focuses on positive reports, while the four foreign media focus on news events such as the stampede happened on December 31,2014.At the same time, the four foreign media are richer in reporting topics than China Daily.Further semantic network analysis found that China Daily is more inclined to report the ‘hard power' of Shanghai, such as economy, finance, technology and innovation, while the four foreign media pay more attention to Shanghai's ‘soft power',such as humanities, history, tourism. The four-foreign media and the China Daily produce complementary Shanghai image, but China Daily is missing in the coverage of Shanghai "soft power" story, leading four-foreign media setting more "soft power" agenda.
