Research On Service Function Of Regional Scientific Data Sharing Platform Based On QFD

With the advent of the era of big data,a large number of scientific data have been produced in every field of science.It is the most important scientific and technological resource which has the greatest impact in the information age.China is gradually recognizing the importance of scientific data sharing and taking a series of measures.With sufficient policy support and financial guarantee,it has basically formed the national scientific data sharing platform system which covers a wide range and has reasonable structure.While the regional scientific data sharing platform,as the docking and supplement of the national platform,is not satisfactory in the richness of the scientific data resources,the perfection of functional services,the quality of service and so on.To a certain extent,this hinders regional scientific and technological progress and economic development.With the increasing prosperity of scientific and technological innovation activities,the demand of the government departments and scientific and technological innovation subjects for service function to the regional platform is becoming higher and higher.The single service function and the backward service mode have been unable to meet the needs of the users.This paper combines the QFD method to research the user service function of the regional platform.,and provides a theoretical reference to perfect the service function and improve the service quality,in order to meet the increasing demand of the users,and enhance the circulation and valueadded of the regional scientific data.Firstly,on the basis of summarizing and analyzing the domestic and foreign research progress of scientific data sharing and platform construction,and the QFD related theories,the paper analyzes the development status and existing problems of the regional platform through the network investigation of the regional platforms of 31 provinces(municipalities and autonomous regions)in the mainland of China.It is clear that the regional platform must take the actual demand of data users as the starting point and provide diversified services to realize the platform value.Secondly,using the QFD to carry out the user needs: Comprehensively use literature,interview,questionnaire method to collect user needs,use the KJ method to form a service function expansion diagram,determine the user demand weight related to the data service through the AHP method,and analyze the user weight after sorting.Then,building the Quality of House of the regional platform service function: Based on the literature and expert consultation,the paper establishes the quality characteristic index of the platform,constructs the correlation matrix of the user's demand and quality characteristics,and build the HOQ,thus completing the transformation of the importance of the user's demand to the quality characteristic index,and turning the uncontrollable factors of the user's demands into controllable factors of regional platform.Finally,based on the analysis of the results of HOQ,the service upgrading strategy of regional scientific data sharing platform is put forward.The main findings of this article are: The service function diagram of the regional platform are formed,including 7 two-level demand indexes and 28 three-level demand indexes.Through the weight sorting,the user demand items such as the expert decision support service,the specific information collection and processing and other personalized customization services,the data sharing community,data online analysis,data visualization,the characteristic database construction and so on are mostly to be satisfied and perfected.By constructing the HOQ,the paper obtains the importance ranking of 3 first-level index 12 two-level index of the platform quality characteristic.In combination with the ranking result,it is suggested that the regional platform should pay more attention to improving the service quality,cultivating the relevant talents,increasing the application of related technology,strengthening the cross-border cooperation,and striving for the multi-party funding.The conclusion of this paper has a good reference value to improve the service function of the regional platform and improve the service quality.It is also helpful to build an intelligent sharing service system for the data users in the province(municipalities and autonomous regions).
