Against a backdrop of “Mass Entrepreneurship and Innovation” strategy adopted by China,this startup incubator platform is a platform for information interaction,business processing and resources sharing that empowers startups.With the past few years' exploration,startup founders and teams are now burgeoning faster than ever before,which greatly impacts startup ecosystem.The formation of startup economy and the great impact brought by entrepreneurship are shaping the awareness of the government and society towards startups.Now the whole society is taking efforts to create a good ecosystem for startups by re-examining startups' development stages.Although energetic,entrepreneuring and creative,starup founders and teams often do not have a perfect combination of expertise such as entrepreneuring and teamwork culture shaping,technological innovation,business development,branding,and insight of finance,law & taxation.Startups will be confronted with and influenced by many problems along the way ahead.Governments at all levels in China are facing new opportunities and challenges as they encourage and nurturing more startups with the purposes of enhancing employment rate and technological innovation which ultimately contributes to meeting social transformation and achieving “China Dream”.This paper elaborates a online and offline startup incubator platform built with mobile technology that features a variety of services.For startup founders and teams,the platform provides services such as looking for working space,funding,agencies,and training providers;For startups and small and micro businesses,the platform provides services such as project filing,R&D,technological transfer,technology financing,innovation incubation,and IP and technology consulting.For investors,the platform provides services such as investment needs announcement,talent recruitment posting,project information query,financial consultant for investments,and policy query as well as startup team building.For agencies or service providers,the platform provides services such as agency move-ins,marketing,transaction bridging,company registration,bookkeeping,social security contribution,and patent & logo filing;For incubators,the platform provides services such as public relation,specific training,specific event,newsletter,and investor recruiting.By categorizing the services,it makes the platform easier to be promoted across the society because data is under better management and users can find the appropriate and needed services in a faster and more accurate and convenient manner that ultimately shortens the time needed for acquiring services and solves the challenges faced with startups.This startup incubator platform described in this paper adopts MVC development mode,and loosely coupled(SOA)architecture.Single sign-on protocol,workflow engine,Java program,object-oriented access protocol,webpage configuration services,BeanShell(Lightweight Scripting for Java)are adopted at the bottom layers.Entityrelationship model is defined for quicker data operation.All these features ensure efficient operation and timely maintenance of this platform,and has laid solid foundation for further development of this platform.As a result,this platform can most of the needs of startup founders and teams,third-party service providers,investors and investment institutions.It is a valuable and functional startup incubator platform.
