E-commerce has changed the traditional way of international trade,and the existing trade rules or agreements can no longer adapt to the development of e-commerce.The WTO rules do not fully consider the impact of the Internet on the trade between countries,and the rapid development of electronic commerce has each other with the traditional trade system conflict.On January 25,2019,at the meeting held in Davos,76 WTO members signed the Joint Statement on Electronic Commerce,formally launched the trade-related electronic commerce negotiations,which will undoubtedly affect the future global trade situation in terms of international trade rule-making.In order to standardize the e-commerce market and realize the sustainable development of e-commerce,international organizations or regions pay more and more attention to the formulation of relevant rules of e-commerce.The suspension of the Doha Round negotiations with the main purpose of reducing trade barriers has promoted the global FTA to take the lead in introducing a series of e-commerce rules,such as international CPTPP and EU-Japan EPA,and domestic FTA of China-Korea,China-Australia and ChinaSingapore.The establishment of e-commerce rules is moving towards more standardization and standardization.As one of the largest and fastest growing e-commerce markets in the world,how can China fully recognize the necessity of developing in the field of e-commerce under the current situation of actively establishing FTA,constantly enriches its practice in e-commerce rule-making,and takes a relatively active position in international negotiation and rule-making,which is one of the current development process of e-commerce in China.Based on the analysis of the current situation and problems of e-commerce development in the world and major countries and regions,this paper studies the application and comparison of e-commerce in FTA.In addition to the induction of e-commerce rules in different countries,it also includes the analysis of e-commerce rules in the Economic Partnership Agreement between EU and Japan and the Comprehensive and Advanced Trans-Pacific Partnership Agreement.It also includes the comparison of e-commerce rules in China-Korea and China-Australia FTA,which summarize and summarize different e-commerce rules from different levels.Based on this,this paper sums up the impact of FTA e-commerce rules on China from the two perspectives of whether the relevant e-commerce rules cover China or not.We should not only consider the multiple impacts on the external economic environment and market,but also summarize the impacts on the development space and cost expenditure of Chinese enterprises at the micro level.Finally,based on whether or not China participates in e-commerce agreements,from the national and enterprise level,this paper puts forward the countermeasures that China should adopt in response to this trend.
