In recent years,with the rapid development of global e-commerce,on the one hand,the world's major economies have begun to pay attention to e-commerce rules?Moreover,with the changing world of trade,the world's major economies also have increased the requirements of e-commerce rules.On the other hand,WTO existing rules have been difficult to satisfy the demand of the rapid spread of e-commerce.In this context,major economies have begun to focus on building their own rules of e-commerce in externally signed regional trade agreements.However,in existing and on going trade agreements,major economies in the electronic commerce rules area have had many divisions and disputes.As the result of it,many major economies regional agreements negotiations have deadlocked.Therefore,the study of the rules of electronic commerce in regional trade agreements is very important,because it can help understand differences of the major economies electronic commerce rules,their disputes in e commerce area and the reasons of it,help make policy recommendations,help grasp the trend of global electronic commerce rules,and promote the current Chinese model of electronic commerce rules.Based on this,this article from the perspective of cross-border cross-country research agreement,based on the text data of the agreements,the use of comparative analysis method and word frequency analysis method,have compared the United States,the European Union,Japan and China and other important foreign trade signed and on going agreements e commerce rules,its differences,major economies e commerce rules disputes and its reasons.Finally,based on the results of the research,from the aspects of the WTO reform and Foreign Trade Agreement negotiations make poper policy reccomendations.Firstly,major economies have had a commonality in tariffs and e-commerce cooperation,but they have different opinions about other respects of e commerce rules,such as the definition of digital products,the protection of personal privacy information,electronic authentication and electronic signatures,online consumer protection,cross-border data and information flows.In particularly,these e-commerce rules rarely address IPR protection and cross-border data flows.The reasons of such differences are major economies in the e-commerce rules focus on different interests and demands,mainly due to their different targets in ecommerce,different e commerce policy and judicial systems.Secondly,major economies have three major issues in the e-commerce rules such as: cross-border data flows,personal privacy information protection and intellectual property protection.Although all countries support the free flow of cross-border data,but in fact,all countries have tried to control the process of cross-border data flow;Privacy Information Protection disputes are mainly related to the need for transparency principles problem,what kind of personal information need to be protected problem,the use of international or local standards,etc.;intellectual property protection problem consist on intellectual property judgment standards and other problemsThirdly,there are several new trends in e-commerce rules.According to the word frequency analysis,in recent years,major economies have begun more discuss electronic authentication,electronic signatures,intellectual property rights,non-discriminatory,cross-border data flows,e-commerce cooperation rules,and they have paid less attention to WTO rules,transparency principles,digital products,paperless trade rules.In in addition to this,WTO rules have begun to lose it strength and on the contrary unslolicted e commerce rules have become very popular.Based on the above conclusions,this paper considers that it is necessary for China to accept current main development trends of electronic commerce rules,and at the same time,it need to consider the different national conditions and views.in future multilateral and regional agreements negotiations.on the one hand the WTO framework,major economies need come to an agreement and decrease quantity of disputes,on the other hand,in the foreign trade agreement negotiations,accoriding to current situation,major economies should pay attention to differences,to overcome the key problems,as much as possible to solidify the rules of China,to safeguard China's interests.
