In recent years,every corner of society probably occur different cases.It is very difficult to monitor the whole city only by surveillance camera arranged by the police.Because lacking of direct evidence,many cases can not be solved timely.In many areas,the lack of public security sector to store large amounts of video storage policy and the lack of diversity on processing method make the policemen difficult in utilizing video resource,which is helpful to the detection of the cases.To solve this problem,the police must capture the videos shoot by the masses and process these videos through some effective methods.By video format handling,effective storage management and different applications based on videos,the policeman can obtain helpful evidence.This paper designs a social video sharing intelligence information gathering system.Firstly,the system architecture is designed by analyzing of the public security departments alarm collection,storage and use of video.Secondly,through transcoding,video uploaded by the people is stored to cloud storage system,which will be used by different functional application in video integrated application platform to provide useful video evidence for the police.Finally,in order to improve the combine of video resources in public security within the network,the system provides the interface to share the data with security platform.Compared with other systems,the system ponderingly combine video encoding,transcoding with video acquisition of masses,which made the video file has unity;it also designed cloud storage technology to make video management more intelligent and efficient.On base of the cloud storage system,the system provides video application methods such as video management,retrieval and comparing,which makes the system functional applications richer and is useful for police in video applications.Using pixel domain video transcoder,video capture channel make the heterogeneous video as H.264 encoding format,and then transcoded to MPEG-4 format video,which effectively solved the difficulty in heterogeneous collection.Cloud storage system has a "Mass" video storage space and good scalability,eliminating the restriction system storage space,after storage space allocation the video is given to it by the administration.Video integrated application platforms,including video search,video comparing and video statistical.Through video retrieval and sorting,video resources can be quickly retrieved according to priority of the query results.Video matching function can make multiple video on the same screen and freely control their schedule,which is helpful in identifying people and vehicle behavior.The video statistics feature allows police to grasp the situation of the different aspects of the current video resources.Video sharing interface provides public security within the network of video calling channel,conducive to the public security video inside of resource utilization and improve the efficiency of many business processes.System testing using stress testing tool to simulate different data loading.System functional and non-functional testing are done in the position,the results show that the system functions are correct completely and system speed can meet the actual demand.Currently,the system has taken on the line,and it has achieved benefit effect.
