At present,the global satellite navigation industry has entered a new stage.The technology of the global satellite navigation is a compatible multi-system and a multiple technology fusion.And the market competition of measuring GNSS products is fierce.Therefore the market requires enterprises developing of new products in rapid speed.Shorten new product development cycle is one of the keys to success.GNSS receiver R&D project has the typical characteristics of project.We can greatly improve the level of R&D project schedule management by using of project schedule management tool,it also can shorten new product development project development cycle and increasing the speed of new products to market.The research content of this article is based on the H company GNSS receiver R&D project,this article elaborates how to apply the technology of critical chain and the theory of constraints on practical application in the research and development project schedule management.Firstly,this article has carried on the theoretical review for project management theory and project schedule management technology.And this paper introduces the common project scheduling management technology,the theory of TOC and the technology of critical chain.Secondly,this article introduces the characteristics of H company's GNSS receiver product and its general situation of new product development process.we analyzes the resource conflict problem in the project schedule based on PERT technology for completion probability,which are common for new product development project resource conflict problem.This article points out that the traditional network schedule technology has the obvious flaw and the insufficiency.Then we puts forward that we can use the critical chain technology based on the theory of the TOC to overcome the shortcomings of the traditional network schedule management technology.The core idea of TOC theory is "project management should be follow the principle of the pursuit of the overall optimization instead of local optimization principle".By looking for the resource bottleneck of the project schedule network plan,we identify the corresponding critical path with the help of Microsoft project 2007 project management software and RBPC method.Considering the limited human resources factors,we cut the backup time of process,in order to effectively shorten the overall project plan time.At the same time,we set the corresponding buffer to eliminate the delay risks which are caused by uncertainty factors in the process of project construction.Finally,we use the GNSS receiver r&d project examples to verify the effectiveness of the critical chain technology in shortening project schedule and guaranteeing the project completion probability.This study has certain reference value when we apply the critical chain theory to new electronic product development project schedule optimization management.
