The 18 th National Congress of the Communist Party of China and the Third Plenary Session of the Party have successively proposed to implement an innovation-driven development strategy,pay more attention to collaborative innovation,and focus on building an innovation system combining production,education and research to build an innovative country.Library & intelligence agencies and think tanks are important positions for knowledge service and decision-making consultation.The collaborative innovation process of industry,education and research is inseparable from the support of resources and services.Therefore,library & intelligence agencies and think tanks are undoubtedly key members in the collaborative innovation system.In the situation that the network environment is increasingly popular and information technology is constantly updated,library & intelligence agencies wants to preserve its own advantages and meet the high-level needs of users,so as to seek development opportunities,it is necessary to extend functions and services,improve the quality of talents based on original resources and services,and ultimately achieve transformation.The collaboration between library & intelligence agencies and think tanks in scientific research,personnel training,decision support,etc.can help library & intelligence agencies to improve its business level and actively respond to challenges.In the process of scientific research,decision-making supporting,personnel training,and guiding public opinion,think tanks also need library & intelligence agencies to provide assistance as rear support and information portal.Library & intelligence agencies are rich in resources and have close contact with the public.It can use its advantage as a resource pool and a social information portal to support the construction of think tanks in terms of resource construction,dissemination of new ideas,guidance of public opinion,and collection of people's wishes.So institutional cooperation is more convenient and quicker for think tanks to perform their functions and exert social value.Based on the perspective of cooperative alliance,this paper proposes a collaborative innovation mechanism and collaborative innovation effect evaluation system that supports the win-win situation of the library & intelligence agencies and the think tanks.This paper firstly illustrates the feasibility,necessity and value of collaborative innovation between library & intelligence agencies and think tanks.Then it analyzes modes of collaborative innovation between library & intelligence agencies and think tanks.Finally,based on this,it establishes a collaborative innovation mechanism of library & intelligence agencies and think tanks from four aspects: thinking mode,organization,resources and service content.The integration and innovation of library & intelligence agencies and think tanks resources make the organizational structure of the two organizations work together,and the functions and services are integrated and expanded to achieve synergy and value creation.After the establishment of the collaborative innovation mechanism of library & intelligence agencies and think tank,In order to solve the problem of decentralized innovation resources and low efficiency of innovation activities,the paper established a collaborative innovation evaluation index system and proposed a targeted protection strategy based on thinking mode,organizational structure,information resources,human resources,technology services to ensure that the collaborative innovation alliance continues to be stable and healthy.
