Research On Library E-book Borrowing Policy Based On Users' Needs

The 13th National Reading Survey data show that China's adult national digital reading contact rate was 64.0%in 2015,an increase of 5.9 percentage points.Average per person reading 3.26 this,digital reading surpassed paper reading obviously for the first time.With the rapid and sustainable development of digital reading,e-book market gradually flourished and a huge impact bringed to the service and change of libraries.Library as a major force to promote universal reading,only seize the opportunity to continue to develop digital reading can fight for more opportunities for development in digital survival.The users' demand for e-book reading is the ultimate driving force for the development of e-book industry and e-book service of libraries.However,for the sake of immediate interests,e-book business take a lot of restrictions to lending e-book through libraries,which not only hindered the development of e-book service in libraries,damage the users' right to access to e-book resources,but also damage the long-term benefits of e-book business.Libraries,users and e-book business are the key players in the chain of e-book industry and the main stakeholders in the borrowing service of e-book.Therefore,the libraries as an intermediary between users and e-book business should communicate and negotiate actively,study and formulate library e-book borrowing policies to meet the needs of users on the basis of a clear understanding of each other' interests.Library e-book borrowing policy based on the needs of users,refers to the e-book borrowing,users'qualification,borrowing mode,using instruction,borrowing quantity and borrowing period et.al principle or description,which is oriented by users' need,while taking the interests of e-book business and libraries management needs into account.Firstly,the paper combs the research situation at home and abroad,including the study about need on borrowing and utilization of library e-book and policy on borrowing and utilization of library e-book.On the basis of summing up the existing relevant achievements,this paper maked an investigation about the e-book borrowing service in libraries of 116 universities belonging to 211 engineering in China and the top 20 universities in the United States in 2016,which can knowledge the problems and shortcomings of the existing e-book lending service and policy formulation in libraries from both theoretical and practical aspects.Secondly,the paper puts forward the theoretical framework of library e-book borrowing policy based on users' needs,which is guided by the information demand theory information service and user theory,information ecology theory and stakeholder theory simultaneously combined with the theory and method of public policy.Then the paper proposed two sets of borrowing policy options according to the procedure of public policy planning and the library e-book borrowing policy content,which is based on summing up the existing library e-book borrowing regulations and e-book borrowing principles.Thirdly,the paper designs the questionnaire based on the contents of two sets of options and investigating the users and librarians from 211 engineering universities and e-book business,which can knowledge their attitudes and needs towards e-book borrowing policy in academic library.Statistical analysis of the acquired survey data to identity the problems in order to determine the final policy plan.Finally,the paper determines the final library e-book borrowing policy program that based on users' need,which is combined with the survey datas of questionnaires and oriented by meeting users' need and the principle of taking the interests of e-book business and the management needs of libraries into account.And on this basis,the paper maked the appropriate recommendations respectively in four aspects:borrowing questions between users and the academic libraries,borrowing questions between users and e-book business,borrowing questions between the academic libraries and e-book business,formulating the e-book standards and related laws and regulations.
