Innovation-driven Knowledge Service System For New Think Tank

The new think tank is the ideological source of our government's scientific decision-making.The state attaches great importance to the advisory role of the new think tank in governing the country.With the improvement of the social status of new think tanks and the increasing demand of government decision-making,new think tanks have some problems,such as the low quality of research results,the lack of systematization of resource allocation,and the need for innovation in organizational forms.At present,researchers have realized that the problems of new think tanks are closely related to knowledge services,and the level of knowledge services is an important index to evaluate the comprehensive ability of new think tanks.There are some problems in the knowledge service of the new think tank in China,such as the low utilization rate of knowledge resources and the lack of innovation in knowledge service,which need to be solved urgently.Under the concept of innovation-driven,starting with the process of knowledge serving new think tanks,this paper constructs a new knowledge service system of innovation-driven think tanks,and then analyses the innovative mechanism of the new knowledge service system of think tanks.Finally,through the case study of Chongyang Financial Research Institute of the People's Congress,this paper puts forward some suggestions for improvement.The specific contents of this paper are as follows:(1)An overview of innovation-driven knowledge service research in new think tanks.Starting with the concepts of new think tank,knowledge service and innovation drive,this paper analyses the advantages of knowledge service serving new think tank and the impact of innovation drive on knowledge service of new think tank.(2)The demand of innovation-driven knowledge service system and the process analysis of new think tank knowledge service.By introducing the problems existing in the knowledge service of the new think tank,this paper analyses the demand of the innovation-driven knowledge service system of the new think tank,constructs the process of knowledge service for the production of the new think tank products,and analyses in detail the deep integration of the process of knowledge service and the stages of the production process of the new think tank products,which lays the foundation for the construction of the following model.(3)Construct a new knowledge service system of think tank driven by innovation.Firstly,the overall framework of the model is introduced,which consists of five layers: knowledge resource layer,knowledge logic layer,knowledge product layer,knowledge service layer and integrated application layer.Secondly,the modules of the new innovation-driven think tank knowledge service system are analyzed.Finally,the innovative mechanism of the new think tank knowledge service system is proposed from three perspectives of knowledge production process innovation,knowledge product innovation and knowledge service innovation.(4)A case study of the knowledge service system of Chongyang Institute of Finance(RDCY)was conducted.This paper briefly introduces the Chongyang Financial Research Institute of the People's Congress and its influence,deeply analyses the knowledge service system of the Chongyang Financial Research Institute of the People's Congress,and puts forward some suggestions for the improvement of the knowledge service system of the new think tank driven by innovation.This paper integrates innovative ideas into the knowledge service of new think tanks and constructs a new knowledge service system driven by innovation.It helps to solve the problems existing in the knowledge service of new think tanks,improve the efficiency of knowledge service and enhance the ability of new think tanks to influence decision-making.It provides a theoretical basis for the construction of new knowledge service system of think tanks and promotes the development of innovation-driven strategy.
