Cloud-based Think Tank Collaborative Innovation Service Model

The think tank with Chinese characteristics is an important support for the government in making scientific decisions,an important part of the modernization of the country's governance system and governance capacity,and an important part of the country's soft power.However,at present,the changes in the situation at home and abroad are both profound and complex,the environment for decision-making problems is also becoming more and more complicated,the number of interest groups involved is increasing,the timeliness of problems is strong,and the impact of policy research is difficult to predict.Scientific decision making is increasingly difficult.Relying solely on a single think tank has made it difficult for the government to make decisions.It requires think tanks and other agencies to work together to resolve the current mental bank dilemma.This study integrates the ideas of collaborative innovation into the construction of think tanks and uses cloud computing technology to achieve synergistic cooperation among multiple think tanks.It seeks innovative service models of think tanks with Chinese characteristics in order to increase the discourse power and international influence of China's think tanks.(1)Research review and theoretical research.From the perspective of collaborative innovation services between different think tanks,sharing and integration of think tank elements,research on smart cities and regional industrial chains,and research on collaborative innovation service models in other areas,the existing research results and literature were combed and analyzed.The contributions and deficiencies of the existing researches provide the basis for the collaborative service innovation of think tanks.(2)An overview of research on collaborative services for think tanks based on cloud computing.Defined the basic concepts of cloud computing,think tanks and collaborative innovation services,explored the connotation of cloud-based collaborative innovation services for think tanks,compared traditional think tank services with cloud-based collaborative innovation services for think tanks,and applied cloud computing technologies.The necessity and feasibility of think tank's collaborative innovation service were analyzed.(3)The analysis of think tank collaborative innovation service model based on cloud computing.The main body of cloud-based think-tank collaborative creation services is analyzed,and the roles and roles of these entities in cloud-based collaborative innovation services of think tanks are explained.The status quo of current think tank services is analyzed.Based on this,the demand analysis of cloud computing based collaborative innovation servicemodel for think tanks is carried out.(4)Cloud-based collaborative innovation service model for think tanks.The overall framework of the collaborative innovation service model for think tanks based on cloud computing is constructed,including four levels: access layer,service layer,logic layer,and information resource layer.The detailed structure and function of each model level are elaborated.(5)An example analysis of OKMS knowledge management and collaborative innovation services of Tong Fang Zhi Wang was conducted.The OKMS knowledge management and collaborative innovation platform was analyzed from the framework of the platform and the provided collaborative innovation services.Based on the cloud-based collaborative service innovation model of think tanks constructed in this study,perfect OKMS knowledge management and collaborative innovation were proposed.Platform recommendations.This paper have integrated the theory of collaborative innovation and cloud computing technology into the construction of think tanks.this paper have proposed a new idea for collaborative innovation services for think tanks,and this paper have built a collaborative service model for think tanks based on cloud computing technology to solve the problems facing the development of think tanks.Cloud computing technology has realized the collaborative innovation of think tank services.It can integrate the resources of think tanks,increase the efficiency of think tanks,and save operating costs of think tanks.It caters to the requirements of China's low-carbon economic development.
