With the rapid development of science and technology,information technology and global Internet,e-commerce developed rapidly with online commodity trading as the core.It promotes the pattern of logistics continue to change.Third party logistics makes the enterprise focus on its own core business,it also plays a huge role in reducing logistics costs,improve the quality and efficiency of logistics,and has been recognized by many enterprises which as the main logistics mode of our country at present.However,the third party logistics service providers are mainly traditional transportation and warehousing enterprises.They can't make full use of and integrate social logistics resources with their lack of technical ability.So that simply rely on them can't achieve the maximum efficiency.In order to compensate for the lack of third-party logistics in supply chain management and integration,the fourth party logistics came into being.Fourth party logistics provide a complete set of supply chain solutions to solve the bottleneck of today's logistics development through the third-party enterprises of different resources,capabilities and technology integration.The fourth party logistics network is the guarantee of the effective operation of the fourth party logistics.It plays a key role in improving the overall operation efficiency of the logistics system and reducing the logistics cost.With the increasing discounts in e-commerce environment,regional logistics has experienced a great deal of growth,this paper focuses on the problem.Based on the overview of 4PL network design and other related theories,the problem of 4PL network design under the surge demand is studied.The main work of this paper is as follows:First of all,describe the phenomenon of surge in demand by math.Set up the fourth party logistics network design mathematical model for the surge of demand.Minimize the total cost of the network under the constraint of satisfying the customer's confidence level.Secondly,the particle swarm optimization algorithm is used to solve the problem with embedded Monte Carlo simulation and minimum cost maximum flow.The algorithm is improved by embedding the local search algorithm.Then,the standard particle swarm optimization algorithm and the improved algorithm are simulated by three groups of numerical examples,according to the experimental results,the performance indexes of the two algorithms are compared,and the effectiveness of the algorithm is proved.The parameters of the problem were analyzed,the results show that 1)As customers' requirements for confidence levels increase,the optimal network becomes more dense.2)With the increase of the multiplicative upper and lower limits,the optimal network becomes more dense,and the network is more sensitive to the change of the lower limit of the surge multiplier.Finally,adding employment strategies and quantity discount strategy in the fourth party logistics network design studying the influence of different strategies on network design.Respectively the model and algorithm are improved,and the optimal network design under different strategies is obtained.The experimental results are analyzed and compared,the results show that:1)The introduction of employment policy makes the optimal network become more sparse,4PL can choose a richer transportation program to carry out specific logistics tasks.2)In particular,the optimal network is further sparse with the employment strategy.
