With the electronic commerce rapid development, and logistics enterprise competitive, the third party logistics cannot achieve inter-regional integration of resources, while the fourth party logistics should organize the third party logistics resources together, so that it can provide an optimal solution of supply chain for users. The fourth party logistics need to use the Internet to collect logistics information, while the cloud computing environment will scatter geographically dispersed servers together, then constitute a huge logistics information network, so as to quickly provide information for the fourth party logistics.In this paper, the fourth party logistics and cloud computing are combined, and through the cloud computing, the fourth party logistics collect the logistics resource information about enterprise, and optimize the resource configuration of the third party logistics, so that the enterprise resource utilization will be enhanced.Firstly, according to characteristics of the cloud computing and the fourth party, a platform of fourth party logistics is designed. With the cloud computing environment support, the fourth party logistics provide the optimal the logistics supply chain solutions for different requirement, after the customer receives the commodity, the fourth party logistics will evaluate the delivery company in accordance with the time and the damage degree of the commodity delivery, the result will be a standard of the next select logistics enterprises.Secondly, the distributed computing in the cloud computing environment, based on whether the inter-regional transportation of goods, the fourth party logistics find out the optimal path by branch-and-bound and genetic algorithm, then quickly get the result. With the improved genetic operators method, the fourth party logistics to find path which avoid find local optimal solution because of the premature convergence. The data were simulated to verify the effectiveness of the system. Finally, a prototype system has been built to create a cloud computing environment, and the fourth party logistics system platform also has been established. To verify the applicability of the genetic algorithm by means of Matlab, then the platform simulates the distance between cities, collects the information resources of scattered areas, complete path selection function and the information updated, so those can confirm the feasibility of the fourth party logistics and cloud computing environment.
