In recent years,with the rapid development of the national economy,people's lives are affluent;the level of social services has increased substantially,and the number of corresponding social service problems has also increased rapidly.Therefore,the government has set up a hotline to provide consultation and complaint channels for the public to provide social services.The social service center for a city government has not been able to achieve this function.In some places,there are dozens of public telephone calls,but there are telephone calls that are difficult to communicate and difficult to communicate.And difficult to do things and so on.On the contrary,it will cause the masses to lose confidence and patience with these hotline calls.Over time,it will affect the image of the government in the eyes of the masses.This dissertation mainly relies on the guiding ideology of General Secretary Xi's'data-running people and less errands'.It has about 80%of the information data through the opening for a city government department.However,for security reasons,the degree of sharing is not high,and the "information chimney" appears.Phenomenon such as "data islands" is designed.Adopted the concept of government private cloud,deployed in the core operating room of the government CentOS system and Mysql storage system.Through the social service hotline system SaaS layer J2EE research and development,to achieve business goals.First,through research and investigation,a municipal service hotline has been connected,not connected,and the people expect the project to conduct research.Secondly,it analyzes the main business process that the masses expect the project to rely on the government alone and cannot be realized.The government needs to purchase the services under the endorsement of the government and register,distribute,execute and feedback.It then follows the overall functionality of the business segment and the database storage design.Then,according to the five functions of service order,franchisee,knowledge base,system management,and statistical analysis,the overall function is decomposed into detailed functions such as separate functions and data flow,and finally part of the implementation interface is displayed.Finally,according to the business process,the system test cases are designed and tested.The whole system has been put into joint debugging test,and an effective and convenient information transmission mechanism has been established to improve the efficiency of the hotline service;and to promote the reform of the social hotline service to save operating costs.The whole system has been put into practical operation.It is initially to improve the efficiency of government departments and the level of public services from the perspective of convenience,increase mutual trust,and promote the overall work.Attempts have been made to transform a city government's functional Department from 'management type' to 'service type'.The follow-up will be based on the post-adjustment business needs to integrate government reform and continuous improvement.
