With the constant development of China's informatization construction, the development and utilization of literature information resources is continuously advancing. The importance of the literature information service platform as an intermediary for users, resources and services is self-evident.China is devoted to forming a systematic and effective academic literature support platform for scientific research and innovation of the entire society, governments at all levels and organizations from all walks of life have invested in the construction of the public interest academic literature information service platform. The construction of platform has made a rapid progress, however, there is still a certain gap between the level and the utilization efficiency of platform construction and the requirements of economic and social development. The utilization efficiency in this study refers to the frequency and value of use of the academic literature resources and system functions. What are the factors that affect the utilization of the public interest academic literature information service platform? What are the effective ways to increase the utilization efficiency of public interest academic literature information service platforms? The utilization of public interest academic literature information and service platforms has become a subject of significant research value.User Experience Theory and Customer Perceived Value Theory are both from the user's point of view to explore their subjective experience in the interaction process with the system and platform, and provide a mature research path for us to further evaluate the use of affecting factors. From the perspective of user experience and value perception, this study conducted an in-depth discussion on the utilization of the public interest academic literature information service platform.Through literature research,we comb the status of user experience, customer value, information system and platform, and resource utilization at home and abroad, and provide a theoretical support for the research. On this basis, firstly, through website research and user research it comes to the conclusion that the current public interest academic literature information service platform has a significant problem of low utilization efficiency.Secondly,we select different kinds of the non-profit academic literature information service platform to have a task testing and semi-structured interviews to obtain users' experience and value perception data, then we use grounded theory to construct an affecting factor model for the utilization efficiency of public interest academic literature information service platform;finally,it collects data through questionnaire surveys to make reliability and validity test, factor analysis, regression analysis, etc.,and make a verification and optimization of the affecting factor model to clarify the relationship between the various affecting factors and the contribution of each factor.Through empirical analysis, the results show that the factors affecting the utilization efficiency of the public interest academic literature information service platform are divided into five core categories: information quality experience factor, perceived value factor, alternative information source factor, user personality and demand factor, and platform function experience factors.Among them, the contribution ratio of the five core factors to the platform utilization efficiency is 0.414,0.292,0.258,0.149,and 0.130,respectively.Therefore,the construction and improvement of the public interest academic literature information service platform can be started from the above five aspects,so as to enable the platform to exert greater social benefits.
