China's software service outsourcing industry,since getting high-tech industry status from the national recognition,has developed gradually expanded to the Southeast Asia,Oceania,Middle East,Latin America and Africa nearly 200 countries in international outsourcing market.But at the same time,the extensive mode of economic development,continuing to expand investment scale did not achieve optimal output efficiency.The efficiency is generally at low level.Therefore,to research the input-output efficiency of the software service outsourcing industry in China and to optimize the reasonable input-output structure has become a major issue in the future industry development.In this paper,the research of input-output efficiency evaluation,efficiency evaluation method and the related research of software service outsourcing are reviewed firstly.This research compares the advantages and disadvantages of commonly used stochastic frontier method and data envelopment analysis method in efficiency evaluation.According to the connotation of software service outsourcing industry,DEA is selected to evaluate the input-output efficiency of software service outsourcing.Then,based on the characteristics of software service outsourcing and literature research,the index of input and output efficiency of software service outsourcing is summed up and the index system of this study is put forward.Based on the index system,data from 28 provinces,municipalities and autonomous regions in China between 2008 and 2016 were collected,and the efficiency of input and output was analyzed by DEA.For the effective provinces,we use SE-DEA model to evaluate efficiency further,calculate the improvement value of input and output in different regions,and analyze the state of deficient input and output.To understand the change trend of industrial efficiency,this study uses DEA method combining with the Malmquist index to analyze the change index of efficiency.According to the results of section data and panel data,the efficiency echelon of these provinces and cities is divided.Through this study,it indicates that China's software service outsourcing industry input-output efficiency is in an unbalanced state.There are obviously excessive input and an output shortfall in the first effective cities echelon such as Beijing,Shanghai,Zhejiang Province,Fujian Province,Shandong Province,Guangdong province and Chongqing.The second tier cities like Hebei,Shanxi,Hainan,Hunan and Hubei still have high efficiency and speed.They are the core provinces of industrial transfer later.On the basis of efficiency analysis,combined with the policy of software service outsourcing in China,the countermeasures and suggestions are put forward to improve the development of China's software service outsourcing industry in this study.
