Our country makes it clear that The Tower Company leads to undertake the construction for our telecommunication operators in order to achieve energy conservation,emissions reduction,environmental protection,and to reduce duplication of investment,and improve the effectiveness of site sharing rate.Conforming to the urban development planning,The Tower company should meet its own need of business development,so it puts forward the construction of the ideas----the unified planning,the unified examination and approval,and the partial implementation step by step,so as to solve the problems such as the difficult finding locations,difficult coordination,and the lagging of construction.In the paper,firstly,the author analyses the key problems in site planning,and combines with the actual situation of The Tower Company,especially elaborates the network planning process,method and content in detail.Secondly,the author analyses the present situation and potential demand of the site planning in Jingdezhen city,then focuses on the study by means of the basic theory on the site planning technology,especially on the capacity planning and coverage planning design.In the paper the coverage limited TD-LTE 2.6G network parameters are selected for the link budget design,and at the same time,applied the phase research result of the capacity and coverage plan to the site planning in Jingdezhen.According to the actual user scale forecast,the planning parameters are selected as the input for the network simulation.Finally,the author carried the research how to combine the wireless network technology planning with the urban overall plan requirement from the several aspects: planning control and layout,supporting construction and benefit analysis etc.then determined the site special planning scheme.The planning and research work is helpful to promote the sharing joint planning of the mobile network for telecommunication operators.It is an active and effective attempt to promote the coordinated development between the mobile communications planning and the urban planning and construction.
