Policy Agenda Of Supporting Semiconductor Industry In China Based On Multiple-streams Theory

Since the year 2000,Information technology in our country has developed rapidly,Especially application development has made a spurt of progress,bring to the increase of market demands.In order to take the preemptive opportunities to foreign semiconductors,expend their capital and production capacity,and seize the market of our country,there is a trend that,the semiconductor industry has gradually shifted from Europe and the United States to the Asia-Pacific,and the integration of China's semiconductor industry into the world's semiconductor industry has become an inevitable trend.However,China in the global semiconductor industry chain is still at the low end of the value chain,the State Council repeatedly issued a document to encourage the development of domestic semiconductor industry,increase the policy support for the semiconductor industry.This paper has deeply analyzed production status and development trend of China Semiconductor Industry,and reviewed some relevant support policies since the year 2000 issued by our government,laid special stress on analyzing the policy agenda of China Semiconductor Industry Development Promoting Outline based upon multi-source theory,and used the experience on support policies of other countries' semiconductor industry for reference to combine the current prominent problem of China Semiconductor Industry,propose some optimization recommendations for China Semiconductor Industry.This paper is divided into seven parts.The first chapter mainly elaborates the background,significance,purpose,content and current research status of this subject.The second chapter mainly introduces semiconductor industry,industry policies,policy agenda and the theory of semiconductor industry and multi-source flow.The third chapter analyzes the course of policies to support semiconductor industrial in China from the aspects of semiconductor industrial development environment,detailed contents of supporting policy,the evolution course of supporting policy.The fourth chapter mainly analyzes the policy agenda of China semiconductor industry development promoting outline from the aspects of problem flow,political flow,policy flow and policy window opening,which is as the object of China Semiconductor Industry Development Promoting Outline.The fifth chapter mainly reviews Japan and South Korea,Singapore,these countries on the semiconductor industry support policies and its experience for reference.The sixth chapter mainly puts forward some optimizing suggestions on the support policy of China's semiconductor industry to refer to some policy effect at domestic and overseas.The chapter proposed to speed up the policy of industrial cluster,to set up a series of multiple-support,to strengthen the construction of talent team,to issue some policies on capital protection and so on.Chapter 7 is the conclusion and prospect.
