Design And Implementation Of Land Law-enforcement And Supervision System

To adapt to new situation,new task and new requirement for current land law-enforcement and supervision,the paper presents to make full use of mobile GIS technology,standard interface service technology and GPS positioning technology,based on “one map” constructive result for Laoshan land resources,to construct the long-term mechanism on land law-enforcement supervision by means of “ overlook from sky,check from ground and supervise on internet”,setting up a complete,on-time,regional,dynamic and with graphic attributes land enforcement supervision system,to form a set of whole process supervision system on “discovery – suppression – disposal”,to change the current situation on late discovery on land law-enforcement check and difficulty in investigating and verifying organization,further enhance the work efficiency of law-enforcement supervisors at grass-root level,intensify law-enforcement supervision management capability.The paper first makes analysis on current status and demand for Laoshan land resources law-enforcement.For the current problems on this organization for lack of internal industry management,external industry inspection not in place,internal and external data out of syne etc,which existed between data center construction and law-enforcement supervision,it proposes to set up a land law-enforcement supervision system comprising two major categories with 12 functional modules on internal industry information management system and external industry inspection & collection.System design adopts SOA structures classifying the system in 5 hierarchies such as base level,data level,service level,application level and client level.Under this structure,each function module realizes on data synchronization and function low couple by means of interface service.In addition,the design effectively makes use of the existing Arc GIS platform and Oracle database to form a unified land law-enforcement data management system,develop B/S and M/s module systems,with the help of GPS positioning function to realize the functions on crimes analysis and statistics,quick search and standardized internal industry management,in the meantime,it also achieves the external industry inspection function on site positioning,timely discovery and timely cognizance etc.After the system is built,it has passed the black box function test and compatibility test as well as a third party software performance and safety test.Now it has been on test use in Laoshan Land Resources Bureau,solving the existed problems in the above mentioned law-enforcement supervision,attaining the system set-up target.It effectively enhances the complete land law-enforcement work efficiency and has got the good appraisal from the clients.It provides good cases for mobile GIS and data synchronization.
