The Application Of Mobile Gis In The Land Supervision And Law Enforcement

At present, it is the key of the land management that we fundamentally solve the low efficiency of land surveillance and difficult enforcement problem to strengthen the land law functions in the land management. There are a lot of drawbacks, such as difficult data collection, slow response to the land law, by itself, the lack of effective law enforcement and supervision, so it is necessary to introduce new techniques to improve this situation. Against this background.This paper proposes the complex use of GPS, GIS and3G/4G communications technology building a land supervision and law enforcement systems in order to reduce the workload of the monitor to law enforcement personnel on-site investigation land outside, the staff within norm office according to law. And finally this will improve the work quality and efficiency.This paper analyzes the overall structure of the system and implement the system based on related mobile GIS technology. First of all, in view of the present situation and requirements of supervision at present utilization of land resources in China, this paper discusses the use of information technology such as mobile law enforcement assistant, and organization of various types of foundation data base on the underlying land resources databases, to establish the new model of land supervision and management. Then in the support of this data, the paper establish a simplict land system framework that is suitable for our country’s land management situation,and the framework is divided into multiple sub system by module, with the basic the analysis and design for each subsvstem.Finally, this paper goes further study of mobile GIS technology, and the key technologies used by this system are discussed. Then this paper constructed a mobile terminal app on Android platform and a b/s web management in the land supervision and law enforcement. I believe this system will be able to improve the efficiency of law enforcement and management of land supervision, and this system is suitable for the relevant land business personnel.
