Since 2013,the supreme people's court of the People's Republic of China has proposed to establish three transparent platforms on openness of court adjudgement, judgment and enforcement information, implemented important measures for deepening judicial openness in the people's courts and demanding the people's courts at all levels to achieve the integration of the three major platforms and nationwide promotion through adopting basic carrier of “balance project”,bring into full play the modern information technology and promote substantive progress in deepening the process of judicial openness.A relatively sound network of judicial openness has established in the Inner Mongolia, however, lacking technical support on website security in light of the access of key database of the intranet. It is necessary to isolate the intranet database and establish a separate database for judicial openness. Therefore,it's need to develop a synchronization system of data that can securely synchronize internal network data to external networks. This paper is to introduce background and significance of the research, analyze the data synchronization methods commonly adopted at home and abroad, propose and build a data synchronization system that meets the effective demands of the court. This paper exercises data synchronization method of ETL combining the actual management situation of the court business, describes the data using cross-platform java language and the data description xml language, realizes intranet data synchronization and solve the problem of data synchronization between heterogeneous databases through the process of exporting the source data into an XML file and then figuring out the import process.
