Monitoring data collection of on-site power is the most important and effective way for the power grid management and supervision. The traditional data collection method relies on manual collection, which is prone to fault. The present data acquisition system can not achieve data synchronization between field and management center, or can not meet the need for large-scale data collection. Based on the demand of large-scale field monitoring data collection and features of communication in smart power grid, this paper researches and develops a power grid field monitoring and data collecting system which has mobile database synchronization. PDA is used for paperless data acquisition. Sync Services mobile database synchronization process, which contains self-define conflict monitoring and digestion mechanisms, realizes remote database update, storage, maintenance and processing. According to National Grid information management system for communications, web services based on-site electricity inspection communication interface specification is developed and in trial. Testing result shows that the system is practical, stable, reliable and fundamental for the province-wide use.
