With the deepening of China's reform and opening up,China's economy has also made great progress.At the same time,the capital market has partially or comprehensively realized the electronic operation and the capital money market has been accelerating or realizing the full popularity of the electronic operation.The traditional paper processing mode of bill business has seriously restricted the development of electronization.In view of the existence of the above situation,electronic bill system emerged as the times require.ECDS,an electronic paper system launched on October 28,2009,was released in September 2016 after achieving good results.In this paper,the scope of use of the ticket and equipment Body of the implementation of the time to make mandatory requirements.Specifically,as of January 1,2017,a bill with a value of RMB 3 million or more must make it impossible to use paper tickets,and by January 1,2018,it will be changed to 3 million to 1 million,that is,a sheet of more than 1 million must be charged[1].It also allows finance companies to access the ECDS system as an access point[1].Therefore,it is more and more urgent to develop a system that can be used by finance companies to interact with PBOC's ECDS system.The electronic commercial draft management system adopts the mature B/S framework development mode at the present stage.The main development language USES a more generic and popular Java language.It also USES a more mature SSH development architecture for Java.For data storage and operation,it adopts ORACLE database with strong usability,strong expandability,strong data security and strong stability.As a whole,electronic commerce bill management system is divided into two modules:financial company and online banking.The financial company is divided into draft management module,integrated management module and basic setting module.It is divided into online banking and basic setting modules.Then there are many small modules under each module to achieve specific functions and operations.In this paper,from a financial company's electronic commercial draft management system development background and significance,through to the entire system to realize the functional requirements and non-functional requirements analysis to design its development and architecture.Because of the complexity of the system,and finally select the bank on the net the electrical ticket system module of electronic commercial draft module by using class diagram,flow chart and use case diagram for each small functions such as a detailed analysis of the functional description and implementation.The system is divided into:application layer,message processing layer and communication layer.Through these three layers and the human electronic bill system ECDS to carry on the electronic bill of various processing.And the information is protected by means of encryption.Through various tests and user feedback,our system is reliable and available.
