Research On China Strategy Of Global Cyberspace Governance New Order

As a new platform for international exchanges,the Internet has transformed the countries of the world into a closely related community.Nowadays,cyberspace has become the fifth territory of national sovereignty.The establishment of a new cyberspace order has become the interest and major concern of all countries in the world.Countries in the world have gradually increased their investment in the global governance of cyberspace.Global cyberspace governance is affected by the limitations of network technology and the symbiotic nature of the Internet.It has already transcended national boundaries and is closely integrated with the global economic and political ecology.It has become a comprehensive and complex issue.How to correctly grasp it is a key issue.At present,the governance order of cyberspace has lagged behind the development requirements of the times.The current status of cyberspace governance is not satisfactory,and the unreasonable order of change has become the consensus of the international community.China is already a big country with 772 million netizens.It is willing to take on more responsibility from the international community and has the ability to assume leadership responsibility for building and reforming the order of cyberspace governance.From the perspective of world development,China adheres to the principle of respecting the sovereignty of all countries and safeguarding security,and establishes a fair and reasonable new order for the governance of cyberspace.Through the explanation of the core concepts and basic theories of cyberspace governance,the dissertation discusses the current status and problems of global cyberspace governance order,analyzes the opportunities and challenges of China's participation in building a new global cyberspace governance order,and proposes the Chinese strategy of order of establishment of a new global cyberspace governance.At present,the global cyberspace governance has a relatively clear system and division of labor,but the issue of governance order is increasingly apparent.There is controversy over national sovereignty in cyberspace,fierce ideological competition,threats to cybersecurity,and dominant Western governance structures.All proved that the US-led cyberspace order has become outdated,and how to construct a reasonable new cyberspace governance order is imminent.Nowadays,China has new strategic opportunities in cyberspace: profound changes in international political and economic relations,awakening of sovereign awareness in cyberspace,enhancement of network infrastructure,and breakthroughs in core information technology.China is increasingly concerned with the proper resolution of the anomie in cyberspace and continues to contribute to China's international strategies and programs.At the same time,China also faces the challenges of lack of discourse power in cyberspace governance,conflicts in cyberspace management,conflicts in cyberspace legislation,and shortages of senior talent in cyberspace.Therefore,China must seize the historical opportunity to explore the Chinese path of global cyberspace governance,and adhere to the main principles of sovereign equality,common use,and goodwill cooperation,and propose the idea of building a community of cyberspace destiny,and explore specific paths of the right to enhance China's discourse in cyberspace governance,improving the capability of independent innovation in the field of network information technology,and promoting the internationalization of the network legal system.We will continue to work hard for global cyberspace governance to achieve peace,openness,and sharing and governance,and contribute to the construction of the new order.The innovation of the thesis is to clearly define the concepts of “cyberspace”,“cyberspace governance” and “internet governance”,and to study the governance of cyberspace from the perspective of developing countries,and analyze the limitations of the existing cyberspace order.The paper proposes the Chinese principles,propositions,and paths for establishing a new order,tries to theoretically improve the governance model theory,and has a discourse power advantage in the practice of cyberspace governanceThe cyberspace concerns the survival and development of the entire human race,but the existing cyberspace governance order can only safeguard the interests of some developed countries in cyberspace.The governance of cyberspace requires a change of perspective and the establishment of a new order to benefit the global cyberspace governance.China has the ability to condense the consensus of global cyberspace governance and provides the Chinese program.
