Along with the development of society,a harmonious and stable environment is a vital and necessary condition for economy development,the expectation from general public on building a harmonious and stable society is becoming increasingly higher.Video monitoring as a mean of urban security surveillance system has been widely used in urban security monitoring system.And it is an important technical method to fight against criminal activities as well as to maintain social stability.However,the time span of constructing a surveillance system,the whole system architect,inconsistent system adapters,controls of a system is independent from the management of the system are the flaws in current surveillance system.The industry has not yet developed a unified coding standard or control protocol currently.The front-end surveillance system,the video matrix,the codes applied with various brands and protocols control instruction and platform software for monitor device are different from each other,that caused resources cannot be connected,interacted or mutual controlled.Therefore,such condition cannot satisfy the current needs of public security bureau that require unified command,quick response,and coordinate cooperation.So to build an integrated control platform to achieve front-end centralized control from various devices is a technical difficulty that public security bureau faces at present and this problem needs to be resolved urgently.In this paper,based on the application needs of a real practice project,to design and realize a SIP-based security monitoring integrated control platform.First,to study the basic applications of SIP,analyze the application and implementation for SIP Session Initiation Protocol in current context of large security.The platform abandoned private protocol used previously,selected SIP protocol agreement as a major urban security surveillance system,utilized SIP protocol's simplicity and flexibility,easy-to-implement feature,exercised its loosely coupled network transport layer hierarchy and non-specifying implementation.It made urban security monitoring systems which was required for supervise,control,management,retrieval command structure embedded into the SIP message,and finally to achieve completion of centralized control and management for urban security surveillance system and bring about interoperability control.This technique can properly solve current situation of resources and control isolation in domestic urban security monitoring areas.Text adopted NET Framework,implemented the SIP-based urban security monitoring integrated control platform,utilized SIP session initiation protocol for communications among inner components,enabled video surveillance security monitoring system,device control and information inquiries.Meanwhile,the system has a friendly interface,and is easy to operate,maintain and extend and so on.The urban security monitoring integrated control platform developed in this paper has been practically used and verified in Public Security monitoring system of Ordos City,resulted in favorable outcomes.
