Under the current cultural industry background, there are more and more media such as broadcasting and televison, publication, magazine, network and so on. Especially now China has joined WTO and more outside media unceasingly to well up in. it will be a great impact for broadcasting and television enterprise, so we have to pay attention to the broadcasting and televison human resource management and perfect human resource troop and structure for further development and reforming.First: Type and characteristic of broadcasting and TV human resourcesBroadcasting and television human resources are namely the complete personnel at present as well as the total of their physical, intelligence and mental effort which are been invested in the broadcasting and television enterprise .The broadcasting and television human resources are maybe divided into some types, including department superintendents, the media service personnel, the engineers and technicians as well as the producing, planning, marketing personnel and so on, the characteristic may be summarized for intelligence specialization, fluidity and charm.Second: Analysis about the background of human resource management for broadcasting and television in China(1) Theory background: person's attribute judgment of Marxism, the theory of new public management and the theory of human capitalMarxism considers the human has double attribute consist of naturalness and society in based on social practice viewpoint, it means Marx acknowledged the rationality of the human resource management. The theory of new public management advocates to implement the commercialized management in the government. and abandon the hieratical tradition and the administrative pattern .The human capital theory considers the human capital and the material capital all have the quality and the quantity stipulation, mainly emphasized person's function in economical development and education as well as the human resources management(2) Policy background: the human-oriented principle and talent strategy is the policy guidance of broadcasting and television human resource managementOn August 7, 2001, Jiangzemin had made a judgment about the human resource is the first resource. On May 7, 2002, the CCP central committee and the State department printed and distributed "Summary about 2002-2005 National Talented person Plan ", requested to complete the matters concerned in the talented person. From October 11, 2003 to 14th, 16 sessions of CCP proposed scientific development view and requested to think much of person's development. The second stage was it had been to "first propaganda and second management " from 1979 to 1997.The third stage is it had gradually been to the collectivization the industrialization from 1998 until now.(4) Age background: Time tide of marketization, networking and globalizationWith the deepening of economic system reform and market economy as well as the science and technology progress, Chinese broadcast television enterprise has been in the unprecedented development environment, so that broadcasting and television profession has to strengthen the internal management and consummates the unit interior and the exterior environment construction as soon as possible.Third: Questions and origins in influence to human resource management for broadcasting and television management in China(1) Questions about management idea. First, it should be to consummate and renew the management idea and strengthen the cost consciousness, human-oriented, in order to realize the human resources management from the tradition personnel management. Second, it should be to consummate the national policy and to promote the unit system reforming, it needs national market direction and the fund support as well as education policy. In addition, the personnel departments and the broadcasting and television's satraps are also essential in reforming and specific policies. Third, it should be to consummate correlation legislation, and guarantee related laws and regulations as well as personnel policies to be able to carry out as soon as possible, at the same time, broadcasting and television's interior laws and regulations should appear with the movement.
