The Design And Realization Of Integrated System In The Finance Bureau

Since the "Jincai Project" started in 2002,as the reform of public expenditure discourse and financial informatization,ChenZhou financial management information system not only needs to cover most of the business process but also connect the finance department,the budget department and other relevant departments.However,the current system is targeting at an emergency system for business requirements and personal development,which brings some issues related to the information collection and data exchanges among different departments.As a result,in current system,data analysis and collection becomes very challenging,and operation and managements is not straightforward.In order to change this situation,based on the management requirements from financial integration,deployment integration,business integration and technology integration,the Bureau of Finance Chenzhou decides to promote a new unified financial information platform,which shall facilitate the integration of financial management systems and information exchanges within business management systems.The new comprehensive financial management information system covering accounting,budgeting,and all finance business and capital,provides a better solution for financial management.This paper is organized as follows.It first introduces the background and requirement analysis of the financial information system integration and the "Jincai project".Then the paper summaries current status of financial informatization in ChenZhou city's Construction Bureau of Finance,including the desired features of information system,the benefits of financial informatization,and the procedure of building the system.Based on the complete information system design knowledge,this paper uses the MVC development approach to define the architecture and its sublock's functionality in the integrated information system.Furthermore,the paper gives the details about how to divide the system project into several small modules and the inherent connections between each module.The paper also describes the information related to project time distribution,procurement plan,personnel management and so on.In the last part,the paper presents the testing process and the major steps of the new informatization system.The paper also summarizes problems in the project and some learned lessons,such as the importance of team leaders and the cooperation between team members,which can a reference for similar future projects.
