A Case Study Of Dujiangyan Municipal Supporting Migrant Workers' Entrepreneurship And Employment

Employment is the foundation of people's livelihood,entrepreneurship is the source of strength and the fundamental driving force for a country's long-term stability and prosperity.China is a big country with a dual structure of urban and rural population and rural employment is more difficult than urban employment.Affected by the slowdown in economic growth and the escalating trade frictions between China and the United States,labor-intensive enterprises in the eastern region of China have accelerated their transfer to neighboring countries,which has greatly impacted the ability of the eastern region to absorb employment and led to a significant increase in the number of migrant workers returning from the central and western regions.There are 290 million migrant workers in China.Under the background of actively conforming to the trend of "mass entrepreneurship and innovation" and the strategic goal of rural revitalization,whether migrant workers can start their own businesses and get employed when they return home has become the top priority for the governments of the exporting countries.Therefore,it is of great value to study the subject of government support for returning home to start a business and get employed.Based on the theoretical research results at home and abroad and field interviews,from government policy system,service mechanism,and encourage the perspective of social participation,by adopting the combination of empirical research and case analysis method,based on field investigation interview data,by using the theory of new public service theory and social governance system the Dujiangyan municipal government how to exert the principal role of returning migrant workers,build a startup employment policy system and service system,launch social forces to participate in.Based on the analysis of the existing problems in the past,this paper summarizes the solutions and achievements,and extracts the government's experience in supporting migrant workers to start their own businesses and find jobs back home.The key to solving the problem of rural employment lies in how the government stimulates new absorption carriers,and supporting rural innovation and entrepreneurship is the key.Although migrant workers are the main body of entrepreneurship and employment activities,the success rate of spontaneous entrepreneurship and employment in actual activities is relatively low.Therefore,the policies,services and measures taken by the government to encourage social participation are of vital importance.They can provide support from all aspects of entrepreneurship and employment activities,effectively promote migrant workers to return home to start their own businesses and achieve nearby employment.Therefore,we should attach great importance to the subjective initiative and demand of the participants of migrant workers to stimulate the vitality of innovation and entrepreneurship.By establishing a policy system from the central government to local governments,we will strengthen the policy support for returning home to start businesses and find jobs.We will continue to improve the service mechanism,provide equal employment services for both urban and rural residents,and ensure that all policies are implemented.At the same time,we will encourage the active participation of the public to make up for the lack of government services,provide specialized and refined services for migrant workers to start their own businesses and find jobs when they return home,ensure the coordinated development of urban and rural areas,narrow the gap between urban and rural areas,and build a moderately prosperous society together.
