In recent years,with the adjustment of the industrial structure of enterprises in cities in China,the employment pressure of migrant workers in ethnic minority areas has increased,which causes the number of migrant workers returning to work increases year by year.Located in the eastern part of the Inner Mongolia Autonomous Region and in the poverty-stricken area of the Greater Xing'an Mountains,Tuquan County is also facing the plight of migrant workers who are returning to their hometowns.In the context of backward economic development and lack of resources,it has become an important issue affecting the current rural development and social stability that how to alleviate the increasing employment pressure and how to deal with the employment and entrepreneurship problems of migrant workers returning to their hometowns.This thesis uses literature method to consult and study books and papers related to the employment of migrant workers returning home.Based on the push-and-pull theory and the learning of relevant theories in multiple ways,the reasons why the migrant workers choose to return to Tuquan County are analyses as the result of both the pulling force from the improvement of the employment policy,the optimization of the economic environment,and the livable social environment in Tuquan County and the thrust from great employment pressure,frequent movement,definite social resource,high cost of living and low income.Adhering to the thoughts of adapting to local conditions and scientific development,the paper conducts an in-depth and objective study and analysis of the current employment situation of migrant workers returning home in Tuquan County,and finds difficulties as follow: firstly,the industry is small in scale,the market saturation is high so there is a lack of jobs;secondly,they face the scarcity of social insurance system;thirdly.The workers are not well-educated and they are lack of professional skills training;fourthly,the employment atmosphere is not strong;fifthly,the low appropriation of per-capita quantity of the land resources makes it difficult to develop in scale.Through further in-depth analysis,the essential causes of the plight of migrant workers returning home from employment in Tuquan County are mainly from the government,the migrant workers themselves and the employment environment.Based on human capital theory and considering local conditions,we analysis the successful cases in other minority areas in China and sum up successful experiences that could be used for reference the under the plights of peasant workers returning home to work in Tuquan County,.and make some suggestions: 1.The government provides great support to lay a solid foundation for employment;2.Characteristic industries in ethnic minority areas should be developed to expand employment channels;3.The entrepreneurial environment needs to be optimized to provide employment development motivation;4.A talent cultivation system must be scientifically build to strengthen employment security.This article uses the push-pull theory to find the essential reason for the increasing number of migrant workers in Tuquan County every year,and proposes countermeasures combined with the actual status of migrant workers in Tuquan County using human capital theory.It aims to help migrant workers returning to Tuquan County to improve their capability to obtain employment and solve the difficulties faced,which will have a profound impact on the revitalization of Tuquan County's rural areas.At the same time,it enriches the theoretical application of the push-pull theory and human capital theory in China's minority autonomous regions,and provides experience and references for the study of the employment issues of returning migrant workers in the minority autonomous regions with common characteristics,so as to promote minority regions China's rural areas are lagging behind in economic development and lack of resources.
