Since the 19th Session of National Congress of the Communist Party of China,the pursuit for higher level education has become people's current expectation.Everyone would like to receive higher quality education resources,and enjoy higher quality education.Especially in recent years,the Songjiang District of Shanghai has gained a rapid development.Almost 800 teachers should be employed to satisfy the need of the immigrating resident in compulsory education and improve the education quality while more and more teachers in the Songjiang district left their positions year by year.Despite of the introduction of talents,there still exists some problems in the development of regional education.The paper aims at putting forward some suggestions and measures to prevent the loss of teachers in Songjiang district.Based on the research path of “problem finding-problem analysis-problem solving”,this paper employs the theory of balanced education,equal education and Maslow's hierarchy of needs and two-factors to set up the basic analysis framework of the factors affecting the loss of vertical and horizontal teachers.This paper takes the stabilization of the public compulsory education teachers in Songjiang district as the research goal.This paper randomly selects the teachers in post and regular teachers of public compulsory education as the research object.The life and work situation of the public compulsory education teachers in Songjiang District could be grasped by questionnaires and in-depth interviews as well as the reasons for the loss of teachers and the current life and work of the loss of teachers.Based on the culture and environment,economy and system and policy,the paper analyzes the reasons of the loss,employs the grey forecast method to predict the amount of teachers lost in the public compulsory education stage of Songjiang district,and finally puts forward some suggestions and measures according to the main reasons of the loss from the perspective of economy,policy,school and personal career development so as to prevent the phenomenon and to provide reference for the mitigation and management of the problem of the loss which will contribute to the balanced and high-quality development of the whole teachers in the public compulsory education stage of Songjiang district.
