In the process of building a well-off society in an all-round way and pushing forward the process of "urbanization",the scale of labor flow is increasing day by day,affecting the overall economic development level of a region.The serious outflow of labor in the northeast will hinder the revitalization of the old industrial base in the northeast in the new era,and will also have a negative impact on the stable development of the regional economy,the optimization and upgrading of the industrial structure,and the implementation of the talent strategy.Therefore,seeking the causes of labor outflow in northeast China can not only provide reference for the enrichment of labor flow theory,but also promote the perfection of the existing labor flow theory system.Moreover,it is also of great significance to the economic development and social harmony in the northeast region to construct a reasonable and efficient labor mobility mechanism through measures such as improving the rate of return on human capital,increasing strategic capital investment for talents,rationalizing the wage structure in the region,improving the level of marketization,promoting the optimization and upgrading of industrial structure,and improving the public service system.Based on the above background,according to the classic theories of labor economics,such as Todaro theory,cost-benefit theory,human capital theory and push-pull theory,and the CMDS of 2016 and 2017 are applied,it is found that the labor outflow group in Northeast China has higher human capital,younger age,rich working experience,high education level,higher health level,larger male population,more married groups,larger non-agricultural accounts,stronger outflow intention and resettlement intention,and shows the trend and characteristics of "family" mobility.Through constructing labor employment equation and Mincer wage equation,using Heckman two-step method,Oaxaca-Blinder difference decomposition,Koenker-Bassett quantile regression model and Melly(2006)quantile decomposition method,this paper makes an empirical study on the causes of labor outflow in Northeast China,and draws the conclusion that there is a great difference in wages between the places where labor outflow and inflow in Northeast China.The wage difference between the place of outflow and the place of inflow is mainly reflected in the return on education.The wage structure of industries,enterprises and professional labor in the outflow and inflow areas is unreasonable,and relevant countermeasures and suggestions are put forward: to improve the rate of return of human capital in northeast China,and to pay attention to the effective correspondence between human capital structure and industrial structure;Efforts should be made to improve the diversified talent development investment mechanism with governmentinvestment as guide,employer investment as main body and social and individual investment as the supplement.To promote the rationalization of the wage structure,encourage and support provinces and cities in the northeast region to introduce concise,direct and operational policies of "attracting talents",and strictly supervise the effectiveness of the implementation of the policy;To improve the level of marketization in northeast China,create a better policy environment and business environment,and effectively improve the quality and efficiency of economic and social development;Promoting the optimization and upgrading of industrial structure,promoting innovation and entrepreneurship in an all-round way,and focusing on the supporting role of human capital for the sustainable development of northeast economy;Perfect the public service system,promote the equalization of public services,etc.,and look forward to the research and development trend of "labor outflow from northeast China".
