Abstract/Summary:
Campus security in primary and secondary schools has always been a topic of great concern to society.Every occurrence of a campus safety accident in primary and secondary schools will have a bad impact on society.The Chinese government has issued many policies to control the security of primary and secondary schools,but these measures have failed to solve the problem from the root,resulting in frequent vicious security accidents.Through case collection and data analysis,the author summarizes the current status of campus security in China into six categories: frequent crimes,frequent campus bullying,frequent campus facilities safety accidents,insufficient disaster response capabilities,frequent public health incidents,and frequent campus mass incidents.Investigating its essence,the problem lies in the lack of regulations on the content system level in primary and secondary school campus security in China,which leads to the absence of the three main campus security subjects: the government,schools,and society.Specifically,it means that the government has deviations in the setting of security management content,schools have not been able to refine in the process of implementing policies,and society has not formed a normal mechanism in the process of coordinated interaction.In view of this,the author analyzes the overall national security concept,crime prevention theory,Bourdieu field theory,PPRR theory,summarizes the core essence and applies it to the field of primary and secondary school campus security.On this basis,the logic of the content system is used to analyze the experience and practices of the United States and Japan in the security of primary and secondary schools,forming references and reflections,so as to build a content system for primary and secondary schools in China: the government integrates education,police,comprehensive governance,health and legal system to form resource advantages;the school builds human defense,physical defense,technical defense,environmental prevention,emergency management,risk assessment,and psychological intervention on the campus;the society provides a platform to create family participation,multiple subject information interaction,and incentive and supervision.This multi-linkage joint force ensures the effective implementation of safety precautions,and helps build a governmentled,school-centered,and socially coordinated campus security content system for primary and secondary schools.
