Transition Of China's Primary And Secondary School Campus Security Management

From March 23th 2010 to May 12th,6 cases of school massacre occurred continuously, which shocked all the country. The series of events of the malicious injuries on campus reflects the various contradictions and conflicts of social life in the transition period, and set us to reflect on the problems of management of campus security.Traditional campus security management merely focus on traffic safety, fire safety, food safety, health and disease prevention and a few other areas, the contents and the methods of traditional campus management are narrow and machinery which is unable to coping with emergencies happened in campus. It reflects the traditional campus management has been unable to fully meet the requirements of campus security management in social transition period. Therefore, how to strengthen campus security management and improve security management mechanism of primary and secondary school to deal with all kinds of emergencies happened in campus in transition period becomes an urgent problem. In this thesis, we sort out the current status of campus security, analyzes the problems in campus security management of primary and secondary schools, proposed a series of principles and strategies for campus security management in transition period. Thus, we enrich the theory of campus security management and make contributed to improving the campus security of primary and secondary schools.First, We sort out the current status of campus security from the view of number, type and location of accidents, and analyze the characteristics and reasons of school massacre occurred recently in the transition period. Second, We analyze the problems of the campus security management of primary and secondary school reflected by the above security incidents on campus, which include:indifference to safety awareness, bad organization of management systems, incompletion of safety education, lack of emergency response capacity, weak supervision and other issues. Third, In this paper, we conclude several principles which campus security management must adhere to. Based on these principles, we must firmly establish safety awareness, efforts to improve safety and security mechanisms, continue to strengthen safety education to improve emergency response capacity, continue to strengthen supervision, strengthen defense cooperation between the school and the police. Finally, an organic and layered prevention system would be formed to strengthen the protection of students safetyThe main body of this article is divided into five parts. The first part describes the origin and the status of the research topic. The second part sorts the theory of the campus security management. This part makes a clear definition of the concept of "campus safety" and "campus security management", clarifies the relationship between campus security management and public safety management and school management. In addition, the part introduction the characteristics of campus security management and the practical significance of campus safety in building a harmonious society and harmonious campus. The third part analyzes the status of campus safety and distinct types and causes of the school accident at transition period.The fourth part analyzes the existing problems of the management of campus security. Fifth offers several principles and strategies of the campus security management with regard to the problems and actual situation of the campus security management at transition period.
