The development of fair and quality education is an important instruction given by Premier Li Keqiang in the 2019 government work report.It is clear that deepening the reform of education and teaching and promoting the integration of compulsory education in urban and rural areas will mainly improve the conditions of rural schools,enhance the construction of rural teachers,reduce the “big class size”of cities and towns,provide protection for the education of children who are migrant workers,and promote the sharing of high-quality resources through the new way of “Internet+ education”.We will implement relevant policies on Teachers' salaries in compulsory education,and build small-scale schools in rural areas and boarding schools in rural areas.The inherent urban-rural dual structure of Heilongjiang Province is more prominent,which leads to the development of rural compulsory education in Heilongjiang Province in a disadvantageous position.But in recent years,with the implementation of the new urbanization construction and Rural Revitalization Strategy,the rural compulsory education in Heilongjiang Province has been paid attention to and improved by the government,but the integrated development of urban and rural compulsory education in Heilongjiang province still cannot be realized.As an important part of the old industrial base in Northeast China,Heilong Province is a big agricultural province in China,with a large proportion of rural population.The development of rural education is of great significance to the economic and cultural construction of Heilongjiang Province.Because compulsory education as a compulsory,unified and public welfare basic education lays the foundation for higher level education,and the government as the main provider of compulsory education,it has important theoretical value and practical significance for the research of government behavior in the process of the integration of urban and rural compulsory education in Heilongjiang Province.Starting with the basic theory of the government behavior of urban and rural compulsory education in Heilongjiang Province,this paper expounds the positive role of the government of Heilongjiang Province through the definition of the integration of urban and rural compulsory education in Heilongjiang Province and the government behavior,combining with the theory of educational equity,the theory of public products,the theory of new public management,the theory of government functions,etc.On the basis of expounding and analyzing the current situation of the government's behavior in the integrated development of urban and rural compulsory education in Heilongjiang Province,this paper analyzes the problems existing in the government's behavior in the integrated development of urban and rural compulsory education in Heilongjiang Province,such as limited macro-control ability,uneven distribution of educational resources,insufficient supply of public services,weak supervision of public education,and studies the causes of the problems,including urban and rural areas The dual structure is prominent,the government positioning is biased,the government responsibility is not clearly defined,and the access to funds is single.Based on the experiences of the governments in promoting the integration of urban and rural compulsory education in the United States,Japan?India?Shanghai,Sichuan Province and Hainan Province,this paper puts forward suggestions for optimizing the government's behavior in the integration of urban and rural compulsory education in Heilongjiang Province,including optimizing the relevant policies of urban and rural compulsory education,moderately increasing the financial investment in compulsory education,and improving compulsory education Countermeasures and suggestions for optimizing the macro-control behavior of the government in the transfer payment system;countermeasures and suggestions for unifying the management standards of urban and rural teachers,building a high-quality resource sharing platform,adjusting the spatial layout of primary and secondary schools,and optimizing the government's resource allocation behavior;enhancing the government's public service awareness,leading the construction of regional practice model,and standardizing the construction of primary and secondary schools,and optimizing the government's public services We should strengthen the supervision of compulsory education funds,clarify the evaluation standards of integrated development,and implement the local government education accountability system to optimize the government supervision behavior.
