The integration of urban and rural development regards urban and rural areas as a whole,comprehensive and coordinated development,change the long-term urban and rural dual economic structure,to realize urban and rural economic and social comprehensive,coordinated and sustainable development.But with the advancement of the urbanization process,the new issue of compulsory education emerges in poverty areas.For example,the loss of rural students and teachers,the incomplete structure、low level and aging of rural teachers,and the flooding of urban students.The basic equality of compulsory education in China is not only related to the fair development of China’s education,but also related to the level of national education quality.In the final stage of building a well-off society,Whether to achieve the basic equality of compulsory education is an important indicator to measure whether to build a well-off society.The state has been constantly striving for an early realization of the basic balance of compulsory education in the country,as a whole,the level of equalization of compulsory education in the country has been significantly improved,and some economically developed areas have already reached the basic standard of basic education.But some of the relatively low level of economic areas,especially in some poor mountainous areas,there is a certain gap between their compulsory education level and basic Equilibrium Standard of National compulsory Education.If these problems can not be completely resolved,they are always the impact of the basic balance of compulsory education and the achievement of the integration of urban and rural barriers.Based on this,the author made a comprehensive understanding through the interview research on the basic situation of compulsory education in Songxian County,Henan Province---a A state-level poor county,and on the basis of analyzing the factors of influencing the development of compulsory education in Songxian County of Henan Province to analyze the bottleneck problem which hinders the basic equilibrium of compulsory education in urban and rural integration.Through interviews and research,the author understands that the integration of urban and rural areas have brought about the loss of rural students and the persistence of the existence of rural students which made the standardized teaching system is difficult to established,the gap of standardized construction funds is large,and the structure of rural teachers is not perfect.,the rural teachers recruitment is difficult,urban school student diversion work is hard and so on.In order to solve the problems existing in the development of compulsory education in urban and rural areas of Songxian,the author,suggest to construct a multi-stakeholder to participate in the educational fund-raising model、optimize the use mode of educational funds、widen the difference of urban and rural teachers ’welfare,reduce the threshold of rural teachers’、in accordance with the population density science to establish the school layout radius combined with equalization of public goods services,equalization of compulsory education,urban and rural integration theory and practical experience.That hopes to make a contribution of promoteing China’s education in a comprehensive、coordinated and sustainable development way and Speed up the process of urban and rural integration.The fairness of compulsory education is a complex issue,and absolute fairness of education is an ideal state because it is affected by many factors.As the famous American sociologist Coleman and Swedish educator Tolstoy Husen studied that,education fair can only be a close,can not be fully realized.Because the education fair is not only affected by the school factors,but also by various external factors,such as family,community,and so many other uncontrollable factors.Our current goal is to achieve the basic balance of national compulsory education,and then continue to move toward a higher level of balance.
