The reform of compulsory education in Guangdong Province aims to develop from basic balance to well balance,striving to make every child can enjoy fair and high-quality education.However,through the professional investigation in Yangjiang City in the west of Guangdong Province,we found that the development of education is relatively backward in this area.The quality of compulsory education is not much,and the imbalance between urban and rural compulsory education is still prominent,which will affect the process of promting the balanced development of compulsory education in the whole province,and the sense of educational attainment and happiness of Yangjiang people will be affected as well.Complusory education is a public product and an important part of social public governance.How to improve the functions of the government and promote the balanced development of compulsory education in urban and rural areas is an important task for the government to achieve educational equity and promote social harmony,and it is also a practical problem to be solved urgently by Yangjiang municipal government.Taking Yangjiang City as a sample,this paper tries to solve the problem of government function of high-quality and balanced development of compulsory education in urban and rural areas,hoping to make breakthroughs and innovations,and to provide some references for the reform of government function and social public governance of compulsory in underdeveloped areas.In this paper,literature analysis,questionnaire survey and interviews are used to study the government functions of the balanced development of compulsory education in Yangjiang City.First of all,through the literature analysis,this paper will clear the research entry point,and design research ideas and technical routes,and then will extract literature related theories and define the core concepts of the paper;based on the theory of education equity and the new public service theory,it will analyze the main government functions of the high-quality and balanced development of compulsory education.Secondly,by consulting a large number of government statistical data,we can understand the current situation of the government function of the balanced development of urban and rural compulsory education in Yangjiang City.Combined with the data analysis of questionnaire survey and interview,the following problems are found in the balanced development of urban and rural compulsory education: The overall planning of schools is unscientific,the supply ability is weak;the financial education guarantee degree is low,the township education funds are short;the allocation of education resources is not sufficient,the running conditions in urban and rural school are not balanced;the education management is not normative,the quality gap between urban and rural education is large;the educational supervision is not in place,and the development enthusiasm in township school is low.The reasons are mainly reflected in the education administration system,the education supervision and evaluation accountability mechanism,the reform of the government's education function and the concept of government performance.Thirdly,drawing on the experience of high-quality and balanced development of urban and rural compulsory education at home and abroad,applying the theory of educational equity and the new public service theory,this paper expounds the principles of improving government functions,such as equity priority,equal rights and responsibilities,limited functions and differential compensation,so as to promote the high-quality and balanced development of urban and rural compulsory education in Yangjiang.Finally,it puts forward the strategies to improve the functions of the government: first,to establish the education administration system of the integration of urban and rural compulsory education;second,to improve the mechanism of education supervision,evaluation and accountability;third,to optimize the educational functions of the government;fourth,to change the concept of government performance.It is hoped that this strategy can solve the problem of government function and promote the balanced development of compulsory education in Yangjiang City.
