Balanced development of urban and rural compulsory education is inevitably required for social development as well as harmonious socialist society establishment, is a main part of coordinating urban and rural development, and is of great and strategic importance for fully building Xiaokang society and realizing the blueprint of socialist modernization. Under new historical circumstance, more attention should be highly paid on the political and economic significance by promoting urban and rural compulsory education.Owing to historical and realistic reasons, the present compulsory education in China can not meet the everincreasing requirements of people; especially the unbalanced development of urban and rural compulsory is worse, which causes worry of people. This research aims to beneficially enlighten theorists and governors to make relevent policies.This paper offers research by combining practical work and fieldwork, makes discussion from the aspect of public administration, analyses the current balanced status of our urban and rural compulsory education, and proposes corresponding solutions.The whole paper consists of four parts, wherein, the first part mainly introduces the purpose of the paper topic, the relevant research, methods and innovations of the unbalanced development of urban and rural compulsory education, etc. The second part provides the oretical support for this research by expounding educational balanced development theory, public product theory and government accountability theory.The third part deeply analyses the phenomena, the danger and reason of government accountability shortage by using methods of document analysis, comprehensive analysis and investigation.The fourth part introduces the experiences of promoting the balance development of compulsory education by foreign governments, and from which proposes solutions for promoting the balance development of urban and rural compulsory education of China. The solutions focus on three aspects, firstly the institution construction should be enhanced, secondly the government obligation should be changed to strengthen inquisiton system, and thirdly the historical obstacles should be cleared.This paper adopts document analysis, comprehensive analysis, investigation research method and comparative analysis, applies educational balance development theory, public product theory, government accountability theory and other relevant theories to do research on balance development of urban and rural compulsory education from the aspect of public administration, having significant theoretical and practical meaning.
