Professional title is the main mark of academic and technical level and professional ability of professional and technical talents.The title system is the basic system for the evaluation and management of professional and technical personnel,which is of great significance for the party and the government to unite and gather professional and technical personnel,encourage the professional development of professional and technical personnel,and strengthen the construction of professional and technical personnel.In May 2017,Sichuan Province studied and drafted the implementation opinions on deepening the reform of professional title system(Draft for comments)according to the current situation of professional and technical personnel construction in Sichuan Province,which was officially promulgated and implemented in April 2018.From the current situation,since the implementation of the implementation opinions,the overall effect is good,the social attention is high,and the response is relatively strong,forming a professional title system based on professional classification,with scientific evaluation as the core,with the purpose of promoting the development and use of talents,promoting the combination of professional title evaluation and personnel training and use,to a large extent,stimulating the activities of professional and technical talents power.At the same time,we also found that in the process of implementing the policy of deepening the reform of professional title system,some problems gradually emerged,such as the limitation of the total number of professional title posts,the lack of standards for evaluation conditions,and the evaluation of employment period to be improved.In terms of the current research situation,there is a lack of summary on the progress of deepening the reform of the title system,and less research on its advantages and disadvantages.In this context,it is necessary to analyze and study the relevant policies of deepening the reform of professional title system in Sichuan Province.In this paper,through the comprehensive application of normative research and empirical research,theoretical research and application research methods,mainly to deepen the reform of the professional title system in Sichuan Province and the relevant situation as the research object,trying to see the big from the small,from a deeper and more extensive perspective,put forward the practical professional title system reform countermeasures,in order to provide useful reference for the policy-making of the relevant departments of the government so as to promote the healthy development of the title systemFor this reason,this paper uses the basic methods of public management policy analysis to collect the works of relevant professional scholars at home and abroad,understand the current development trend of the topic,elaborate the basic theory of deepening the professional title system in Sichuan Province,sort out the five reform processes of deepening the professional title system in Sichuan Province,and analyze the formulation process of deepening the professional title system policy in Sichuan Province based on the main content,implementation effect and existing problems,this paper studies the relevant factors affecting the policies of deepening the reform of professional title system in Sichuan Province,and tries to make an evaluation on them.This paper combs and sorts out the historical evolution and basic situation of the reform policy of the professional title system in China,analyzes the main factors that affect the reform policy of the professional title system in Sichuan Province,makes an empirical comparative study on them,and analyzes the promotion and hindrance effects of the reform policy of the professional Title System in Sichuan Province.Finally,this paper puts forward the improvement and improvement countermeasures of deepening the reform of professional title system in Sichuan Province from the aspects of scientific planning,improvement of regulation mechanism,serious discipline,establishment of transparent mechanism and guarantee mechanism,and strengthening of inspection and supervision.It reveals that the reform direction of deepening the system of professional titles in Sichuan Province mainly includes three points: more scientific evaluation,overcoming the tendency of "only education,only qualification,only thesis",and inclining policies to the grass-roots level.
