In recent years,the outbreak of the“grabbing war”has caused scholars to pay close attention to the labor force.What exactly is the“grabbing war”and what important influence it has on regional economic development has become the focus of current scholars' research.In particular,China's economy is in a period of shifting growth rates,pains of structural adjustment,and the“three-phase superposition”of the digestion period of the previous stimulus policies.How to find new economic growth drivers and stimulate China's economic growth has become a new problem.In the face of complex forms of economic growth,the key is to enhance the level of regional innovation through industrial transfer,use innovation to promote the development of new technologies and new industries,and use this to promote the upgrading of the industrial structure and achieve high-quality economic development.Labor is an important factor affecting regional industrial transfer.Therefore,in the context of the obstruction of world industrial transfer and the high-quality development of the economy,the microcity is the research object to clarify the impact of changes in labor knowledge and skills on industrial transfer in the process of the“universal battle”,which will affect China.Government departments in different regions correctly face the“grabbing war”and formulate reasonable policy recommendations to promote industrial transfer and highquality economic development.This article takes 100 industries undertaking cities from 2007 to 2016 as research objects,and explores the impact of labor knowledge and skill levels on industrial transfer in these cities.Firstly,through literature research methods,the paper reviews the concepts of labor knowledge,skills and industrial transfer,and the relationship between the three,and analyzes the theoretical mechanism between the three.Then,it analyzes the current situation of labor mobility and industrial transfer in China,and explains the reasons for the outbreak of the“grabbing war”.Secondly,the labor force knowledge level is measured by constructing an index system,and the labor skill level is measured by the LIHK method.On this basis,the GMM model is used to analyze the mediating effect of labor knowledge and skills on industrial transfer.In order to ensure the stability and comprehensiveness of the analysis,the 100 cities were divided into four major sections,and the intermediary effects of labor knowledge and skills on industrial transfer in the eastern,central,and western regions were further tested.At the same time,in order to further analyze the non-linear relationship between the three,a panel threshold model was used to analyze the threshold effect of labor knowledge on industrial transfer,and the threshold effect of labor knowledge and skills on industrial transfer in the eastern,central and western regions was tested.Finally,based on the empirical conclusions,the article analyzes the essence of the“grabbing war”,and puts forward policy recommendations to promote regional undertaking industry transfer and promote high-quality economic development from the perspective of labor force knowledge and skills.The empirical research results show that:(1)The direction of labor flow and industry transfer are opposite.The labor force does move to the east,but no large-scale industrial transfer from the east to the west has occurred.It is precisely because of the historical fact that labor flows to the east,that has caused the lack of labor knowledge and skills in the middle and western cities,with sufficient resource endowment,so that development is hindered.At the same time,it also explained the reason for the outbreak of the“grabbing war”,that is,due to the current large-scale industrial transfer is not obvious,and then triggered the industrial undertaking cities in the central and western regions to improve their labor knowledge and skills through the“grabbing war”Industrial Transfer.(2)The labor knowledge will indeed affect the urban transfer of industry by affecting labor skills.In the case of labor skills as a mediating variable,labor knowledge has a partial mediating effect on industrial transfer.The total effect of labor knowledge on industrial transfer is 0.856,the direct effect is 0.749,and the indirect effect is 0.066.The ratio of the mediating effect to the total effect is 0.077,and the ratio of the mediating effect to the total effect is small.(3)With labor skills as the threshold variable,labor skills have a double threshold effect on industrial transfer.When labor skills are low,labor knowledge has the greatest impact on undertaking industrial transfers.For every unit of labor knowledge improvement,2.049 units of industrial transfer can be added.As the skill level of the workforce rises,the impact of labor knowledge drops to 1.6853 units.When the labor skill level crossed the last threshold,the impact of labor knowledge on industrial transfer picked up again.In addition,the heterogeneity regression analysis found that,except for the data in the northeast region,there is no threshold effect on labor skills in the eastern region,and there is a significant single threshold effect in the central and western regions.The marginal contribution of this paper includes the following three points: First,unlike previous literatures,this paper studies the impact of industrial new and new economic geography models on the impact of industrial transfer from the perspectives of labor knowledge heterogeneity and skill heterogeneity.Mechanism,and then explain the cause of the“robbers”and provide a theoretical basis for a deeper understanding of the essence of the“robbers”;second,based on micro data of 100 cities,the industry undertaking cities as the main micro research subject,using The mediation effect model studies the mediation effect of labor knowledge that affects labor transfer by affecting labor skills,and the results show that there is a local mediation effect.Third,the panel threshold model is used to study the threshold effect of labor knowledge on industrial transfer.The results show that there is a double Threshold effect;Fourth,based on the above research results,specific policy recommendations to promote regional undertaking industry transfer are proposed.The above research provides a basis for explaining the essence of the “grabbing war”from both theoretical and empirical aspects,and is conducive to cities to better formulate targeted policy recommendations,and then improve their endowment conditions to undertake industrial transfer in different regions,Each city provides realistic guidance to promote high-quality economic development and transformation and upgrading of its own economy.
