With the development of The Times and the profound changes in social life,the country's goal of talent cultivation no longer rests on the cognition and memory of knowledge.At the present stage,the talent training goal of basic education in China has entered the era of core literacy,and all subject courses should cultivate students with the character and ability needed to adapt to social development.In view of this,the high school ideology and politics proposed the issue-type teaching,conforms to the national talent training goal change trend,through the high school ideology and politics subject content and social practice context,aims at cultivating students' national identity,social practice ability,and other subject curriculum to form a joint educational force.The research on high school ideological and political issue teaching has also become an important research topic of this discipline.The paper is divided into five parts.The first part,on the base of reading literature,combing related research achievements of this thesis,the foreign teaching mode is the most typical at the center of the research topic,the domestic focus of various elements of teaching high school ideological and political issues,including the design issues of issues the meaning of the definition,teaching principles and strategies,the teaching issues of choice and determination,the teaching materials will pick,etc.The second part mainly analyses the connotation and features of Issue Teaching in Senior Ideological ad Political Education,and it also elaborates the theoretical fulcrum of Issue Teaching Design in senior Ideological and Political Education.The third part,by means of questionnaire survey and interview,investigates and analyzes the current situation of ideological and political issue-oriented teaching in high schools.The fourth part,in view of the dilemma in the implementation of high school ideological and political issue-oriented teaching,from the basic conditions,principles and procedures of issue-oriented teaching,put forward the design and optimization strategy of high school ideological and political issue-oriented teaching.The fifth part is about the teaching design used in Senior Ideology politics which is based on some specific issues.For example,the topic of unit3 lesson 8,which is extracted from Politics and Law that published by People's Education Press in 2019,totally reflects the teaching design.
