In the booming of China's higher education industry,independent colleges have also grasp this precious opportunity for their development.After more than a decade of development,it has become an important part of China's higher education.As the enrollment scale expands year by year,it also faces severe challenges.Establishing a high-quality teaching team is the key to enhancing the core competitiveness of independent colleges.How to make a correct evaluation of the teacher's personal ability and teaching level to further enhance their comprehensive quality and school strength,so as to become a major problem facing independent colleges.Teacher performance evaluation has gradually become an independent college teaching quality management,human resource management and even a long-term development strategy.After the Second World War,Western countries have realized the great significance of education to economic development and vigorously developed education,which puts higher demands on the quality of teachers' teaching.In the United States,where efficiency is pursued,the effectiveness of education emphasizes the assessment of the teacher's teaching process.Performance evaluation naturally began to operate as a college teacher.China did not have a more formal evaluation of teacher performance after the1980 s.It was not until the 1990 s that there was a clear definition of “independent colleges”.The performance evaluation of independent college teachers still reflects the characteristics of extensive type,and many performance evaluation indicators.For the qualitative indicators,the evaluation results are not very effective in the practice,and they still stay at the reward and punishment level for teachers.Most performance evaluation systems lack effective theoretical guidance and technical support.The evaluation system of some institutions lacks “humanistic care” and the evaluation criteria are “one size fits all”.The evaluation results are opaque and open,and it is difficult to apply them to practice.There have even been counterproductive that havedamped the enthusiasm of teachers and affected the overall healthy development of teaching quality.As a leading country in higher education,the United States has an advanced teacher performance evaluation system.This paper takes W College as the main research object,and the San Diego Community College in the United States an model to learn from.The two colleges have similarities in terms of professional settings,college characteristics,and teacher selection and employment.Carry out a comparison between the two and study the difference between the performance evaluation indicators,the evaluation methods and the results.The author hopes that through this comparison,it will contribute wisdom to the further development of the W-college teacher performance evaluation system,and hopes to be able to promote the improvement of the performance evaluation system of domestic independent college teachers.
