With the advent of the knowledge economy era,high-quality talent has become the core competitiveness for corporations,and college teachers have been playing a key role in training talents.Only through a scientific and appropriate teacher performance appraisal system can we discover and retain teachers,especially full-time teachers,and in turn foster more high-quality talents.Independent colleges play a pivotal role among institutions of higher education in China,and to retain excellent teachers is the key to running an independent college.However,some independent colleges directly copied the teacher performance evaluation system of public institutions.ignoring their own unique characteristics,and could not scientifically assess their teachers.which seriously affected teachers' enthusiasm and creativity and was not beneficial to the continued development of themselves.Therefore,establishing a scientific and reasonable teacher performance appraisal system has become the primary task for today's independent colleges.Balanced Scorecard(BSC)and Key Performance Indicators(KPI)are both scientific performance assessment methods.By introducing the teacher performance appraisal system coupled with BSC and KPI into independent colleges,we can realize the performance appraisal centered on the strategy of the university from four-dimensional key indicators,and thus motivate the colleges to better improve the quality of education and implement a strategic plan,combining long-term and short-term goals.This paper first summarizes domestic and foreign research findings.Then,based on BSC and KPI theories,it uses literature research,questionnaire survey and case analysis methods to propose a performance appraisal system coupled with BSC and KPI.The system is built upon principles of complementary advantages and avoiding weaknesses,incorporating the unique characteristics of Independent College S.Firstly.it analyzes the status quo of the existing performance appraisal system of College S.diagnoses the problems in the existing teacher appraisal system by questionnaire survey,and expounds the feasibility and necessity of applying the performance appraisal system of BSC and KPI to the faculty.Secondly,under the guidance of the college's strategic goals,we design the BSC module and determine the KPI indicators.Through hierarchical analysis,the indicators in the newly-constructed teacher performance appraisal system were weighted,and the implementation of S College's strategy was put into action.Also,the fuzzy evaluation method verifies the rationality of teacher performance appraisal system in the newly established S College;this newly constructedteacher performance appraisal system is then applied to S College in practice.Finally,fromthe perspective of three propaganda,policy,teacher participation and dynamic management,we propose the safeguard measures for implementing the new teacher appraisal system.
